نقش سیستم‌های اطلاعاتی در فرایند برنامه‌ریزی تولید محصولات کشاورزی

با توجه به منشا درونی مشکلات تولید و تجارت محصولات کشاورزی کشور، این پژوهش با هدفِ بررسی وضعیت موجود برنامه‌ریزی و نقش سیستم‌های اطلاعاتی در برنامه‌ریزی تولید محصولات کشاورزی ایران در راستای طراحی یک سیستم‌ اطلاعاتی کشاورزی اثربخش انجام گرفت. پژوهش حاضر از نظر هدف، کاربردی؛ از نظر گردآوری داده‏ها، توصیفی پیمایشی و از نظر ماهیت، تحلیل  کیفی بود. اطلاعات این تحقیق از طریق بررسی مستندات و گزارش‌ها و با استفاده از روش نمونه‌گیری هدفمند و انتخاب و مصاحبه با مدیران و کارشناسان حوزه مدیریت و برنامه‌ریزی تولید محصولات کشاورزی و فناوری اطلاعات وزارت جهاد کشاورزی و سازمان‌های تابعه جمع‏آوری و به روش مضمونی (تِم) تحلیل شد. نتایج نشان داد  که در حوزه برنامه‌ریزی تولید محصولات کشاورزی، ضعف اطلاعاتی شدید وجود دارد و تبادل اطلاعات به‌صورت سیستمی بین کشاورزان از یک‏سو و از سوی دیگر، میان کارشناسان حوزه کشاورزی با کشاورزان و سایر ذی‏نفعان با همدیگر وجود ندارد و لذا طراحی سیستم جامع اطلاعات کشاورزی ضروری است.

The Role of Information Systems in the Process of Planning Agricultural Production

Given the intrinsic origin of the problems of agricultural production and trade in Iran, this study aimed to examine the current state of planning and the role of information systems in the planning of agricultural production in Iran to design a system effective agricultural information. This research, in terms of purpose, is descriptive and the survey, in terms of data collection, is descriptive and, in terms of the nature of the analysis, qualitative. Required information was obtained through the purposeful sampling method and through the analysis of themes, through the analysis of documents and reports and interviews with managers and experts in the field of management and planning of crop production and information technology of the Ministry of Agricultural Jihad and its affiliated organizations.The results showed that in the agricultural field of Iran, there was no systematic exchange of information about farmers between farmers, agricultural experts with farmers and other stakeholders. Therefore, the use of information systems in the agricultural field was not only necessary, but also obligatory in Agriculture management has been identified so the comprehensive information Agriculture system is provided and a comprehensive agricultural information system and design is essential.
