رتبه‌بندی روش‌های تامین مالی علم، فناوری و نوآوری برای واحدهای فناور و دانش‌بنیان؛ مطالعه موردی از پارک‌های علم و فناوری ایران

ایران طی چند سال گذشته رشد قابل توجهی در میزان و تعداد روش‌های تامین مالی داشته است. اما تاکنون، تحقیقات قابل توجهی در مورد تفاوت‌های روش‌های مربوط به زنجیره تامین مالی واحدهای فناور و دانش‌بنیان در اکوسیستم ایران انجام نشده است. در این راستا، تحقیق حاضر با هدف تدوین مدلی مطلوب از روش‌های تامین مالی و اولویت‌بندی معیارهای آن در ایران به انجام رسیده است. روش پژوهش برحسب هدف کاربردی است و برحسب گردآوری اطلاعات آمیخته – اکتشافی است. در گام نخست در مصاحبه نیمه‌ساختاریافته با پارک‌های علم و فناوری، به منظور شناسایی ساختارهای موجود جهت جذب منابع مالی اقدام شده است و در گام بعدی با استفاده از فرایند تحلیل سلسله‌ مراتبی به اولویت بندی این روش‌ها اقدام شد. بدین منظور پرسشنامه‌ها میان کارآفرینان و صاحب‌نظران که در سال 1400 در حوزة تامین مالی فعالیت داشته‌اند توزیع و داده‌های به‌دست آمده تحلیل و وزن هر یک از روش‌ها مشخص شد. نتایج این گزاره اصلی را پشتیبانی می‌کند که بین عوامل مرتبط با ابزارهای تامین مالی، پول هوشمند و رشد و توسعه آتی بیشترین تاثیر را در تصمیم‌گیری دارند. همچنین تسهیلات با تعهد سخت و نرخ حمایتی و تسهیلات با تعهد آسان و نرخ بازار پول به عنوان اولویت اول و دوم منابع تامین مالی استفاده می‌گردد، همچنین فروش سهام به سرمایه‌گذاران پایین‌ترین اولویت را برای تامین مالی دارا می‌باشد.

ranking the methods of financing science, technology and innovation for technology and knowledge-based units; a case study of iranian science and technology parks

iran has seen significant growth in the amount and number of financing methods over the past few years. however, no significant research has been conducted on the differences in methods related to the financing chain of technology and knowledge-based units in the iranian ecosystem. for this purpose, the present research has been carried out with the aim of developing a suitable model of financing methods and ranking its criteria in iran. this study is a mixed-exploratoryinvestigation in terms of its nature and practical in terms of purpose. in the first step, semi-structured interviews with science and technology parks were conducted in order to identify the existing structures for attracting financial resources, and in the next step, using the hierarchical analysis process, these methods were ranked. for this purpose, questionnaires were distributed among entrepreneurs and experts who were active in the field of financing in 2021, and the obtained data were analyzed and the weight of each method was determined. the results support the main proposition that among the factors related to financing tools, smart money and future growth and development have the greatest impact on decision making. also, entrepreneurs in iran use facilities with hard commitments and supportive rates, and facilities with soft commitment and market rates as the first and second priority sources of financing. in addition, equity-based financing has the lowest priority for financing.
