الگوی مواجهه با دوگانه‌های چالش آفرین برنامه‌ریزی فرهنگی براساس اندیشه رهبر معظم انقلاب

جمهوری اسلامی ایران، نظامی است که همواره موضوع فرهنگ را مهم‌ترین رکن جامعه دانسته است. در این میان هرگاه رهبر معظم انقلاب از زاویۀ فرهنگ به‌مسائل کشور پرداخته‌اند یا مسائل فرهنگی را گوشزد کرده‌اند، به نقش مدیریت و برنامه‌ریزی فرهنگی نیز اشاره کرده‌اند. با وجود این به نظر می‌رسد مواجهۀ مدیران فرهنگی با این بیانات بیشتر شعاری بوده است؛ به‌نحوی که جاری نبودن آن در اکثر فعالیت‌های فرهنگی کشور بسیار واضح است. یکی از کارهایی که می‌تواند در جهت رفع این چالش‌ها بکار گرفته شود، توجه به دوگانه‌های برگرفته از اندیشۀ رهبرمعظم‌انقلاب خواهد بود. هدف پژوهش حاضر، ارائه چهارچوبی برای دوگانه‌های مفهومی تقابلی مسئله‌ساز در برنامه‌ریزی فرهنگی با تحلیل بیانات رهبر معظم انقلاب بوده است. در این پژوهش، از روش کیفی تحلیل مضمون با بهره‌گیری از تکنیک شناسایی مضامین فراگیر و سازمانده دوگانه‌های مفهومی تقابلی ذیل الگوی (چیستی، چرایی و چگونگی) استفاده شد. اوّلین یافتۀ پژوهش حاضر، کشف دوگانه‌های مرتبط و مترتّب بر یکدیگر با عنوان برنامه‌ریزی فرهنگی با رویکرد تثبیت فرهنگ حق- برنامه‌ریزی فرهنگی با رویکرد تقویت فرهنگ باطل است. تبادل فرهنگی در وضعیت تهاجم فرهنگی- تبادل فرهنگی در وضعیت اقتدار فرهنگی دومین یافته این پژوهش می‌باشد. چراکه در نگاه ایشان در صورتی تبادل فرهنگی امکان‌پذیر و سودمند است که فرهنگ حق در موقعیت برتر خود بوده و برنامه‌ریزان از موضع فعّال قدرت گزینش و پالایش محصولات فرهنگی تمدن رقیب را داشته باشند. آخرین یافته هم برنامه‌ریزی فرهنگی به‌وسیلۀ خودی‌ها- برنامه‌ریزی فرهنگی به‌وسیلۀ غیرخودی‌ها است که ایشان ضرورت استفاده از منابع انسانی مومن و انقلابی را توصیه می‌کند.

the pattern of facing the challenging dualities of cultural planning based on the thought of the supreme leader of the revolution

the islamic republic of iran is a system that has always considered culture as the most important pillar of society. meanwhile, the supreme leader of the revolution has also mentioned a lot about the role of management and cultural planning. it seems that the confrontation of cultural managers with these statements was more of a slogan.one of the things that can be used to solve these challenges is to pay attention to the dualities derived from the thought of the great leader of the revolution.the aim of the current research was to provide a framework for the conflicting conceptual dualities that cause problems in cultural planning by analyzing the statements of the supreme leader of the revolution. in this research, the qualitative method of theme analysis was used by using the technique of identifying overarching themes and organizing opposing conceptual dualities under the pattern (what, why and how). the first finding of the current research is the discovery of two related and interrelated dualities called cultural planning with the approach of stabilizing the right culture - cultural planning with the approach of strengthening the false culture.cultural exchange in the situation of cultural invasion - cultural exchange in the situation of cultural authority is the second finding of this research. the last finding is cultural planning by insiders - cultural planning by outsiders.
