مبانی و الزامات حکومت‌داری و رهبری مبتنی بر اندیشه‌های قرآنی آیت الله خامنه‌ای

هدف پژوهش حاضر بررسی مبانی و الزامات حکومت‌داری و رهبری مبتنی بر اندیشه‌های قرآنی آیت‌الله خامنه‌ای است. برای تحقق هدف نامبرده، سخنان و بیانات مقام معظم رهبری (مدظله) با استفاده از روش تحلیل محتوای کیفی براساس مدل باردن (1375) مورد واکاوی قرار گرفته است. براین اساس با مراجعه به سخنرانی‌ها، متون و یادداشت‌های مرتبط با موضوع از منظر ایشان که بیشتر با توجه به آیات قرآن بود، عناوین اصلی و فرضیه‌ها شکل گرفته و پس از آن با دقت در مضامین و عبارات و کدگذاری آن‌ها، تلاش گردید تا معانی پنهان روابط میان آن‌ها در قالب مبانی و الزامات شکل داده شود. یافته‌های پژوهش در 4 مولفه اصلی « انجام وظایف، مسئولیت‌ها و تکالیف»، «توجه به ارزش‌ها و اخلاقیات»، «حاکمیت قانون» و «پاسخگویی و کنش مناسب» همراه با 13 مقوله فرعی و 32 کد شناسایی و آشکار شدند. تحلیل یافته‌ها نشان داد عوامل نامبرده در اندیشه مقام معظم رهبری به عنوان رهبر بزرگ جهان اسلام بر پایه تعالیم قرآن و اندیشه ناب اسلامی بوده و دستورالعمل کامل و مناسبی برای تحقق حکومت‌داری اسلامی و رهبری شایسته است که سازوکارهای مناسبی را برای رهبران سایر کشورهای اسلامی و مدیران سطوح پایین‌تر کشور در راستای انجام مسئولیت‌های خود به صورت شایسته فراهم می‌گرداند.

the aim of the present research is to examine the foundations and requirements of governance and leadership based on the quranic thoughts of ayatollah khamenei. in order to achieve the mentioned goal, the words and statements of the supreme leader (modazeleh) have been analyzed using the method of qualitative content analysis based on the burden model (1996). therefore, by referring to the lectures, texts and notes related to the subject from his point of view, which was mostly based on the verses of the quran, the main titles and hypotheses were formed, and then carefully in the themes and phrases and coding it. efforts were made to form the hidden meanings of the relationships between them in the form of foundations and requirements. the findings of the research in 4 main components &fulfilment of duties, responsibilities and assignments&, &attention to values and ethics&, &rule of law& and &accountability and appropriate action& along with 13 subcategories and 32 identification codes and were revealed. the analysis of the findings showed that the mentioned factors in the thought of the supreme leader as the great leader of the islamic world are based on the teachings of the qur’an and pure islamic thought, and it is a complete and appropriate instruction for the realization of islamic governance and competent leadership, which provides suitable mechanisms for the leaders of other islamic countries and managers of the lower levels of the country in order to fulfill their responsibilities competently.
