مفهوم‌سازی بسیج منابع و امکانات در حوزه دفاع ملی

ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت ﯾﮑﯽ از ارﮐﺎن ﺑﺴﯿﺞ ﻣﻠﯽ در ﻋﺮﺻﻪ دﻓﺎع اﺳﺖ. ﺑﺎوﺟﻮد ﺳﺎﺑﻘﻪ ﺑﺴﯿﺞ ﻣﻠﯽ در دﻓﺎع، ﻫﻨﻮز ﺗﻌﺮﯾﻒ ﻣﻨﺴﺠﻢ و ﺟﺎﻣﻌﯽ از ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت اراﺋﻪ ﻧﺸﺪه اﺳﺖ. ﻟﺬا ﻣﻔﻬﻮﻣﯽ ﺳﺎزی و ﺗﻌﺮﯾﻒ داﻣﻨﻪ ﻣﻔﻬﻮﻣﯽ اﯾﻦ ﻣﻮﺿﻮع ﯾﮏ ﺿﺮورت ﺳﺎزﻣﺎﻧﯽ و ﺑﺮﻧﺎﻣﻪ ای اﺳﺖ. دﻟﯿﻞ ﻓﻘﺪان ﺗﻌﺎرﯾﻒ ﻗﺎﺑﻞاﺗﮑﺎ، ﭘﺮاﮐﻨﺪﮔﯽ ﺗﻌﺎرﯾﻒ در ﺑﯿﻦ رﺷﺘﻪﻫﺎی ﻣﺨﺘﻠﻒ ﺑﻪ وﯾﮋه در زﻣﯿﻨﻪ ﻋﻠﻮم ﻣﺪﯾﺮﯾﺖ و ﻋﻠﻮم اﺟﺘﻤﺎﻋﯽ از ﺳﻮ ی دﯾﮕﺮ اﺳﺖ. در ادﺑﯿﺎت ﭘﮋوﻫﺶ، ﻣﻔﻬﻮم ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت، از ﺗﺄﻣﯿﻦ ﻣﺎﻟﯽ ﺻﺮف ﮔﺮﻓﺘﻪ ﺗﺎ ﺗﺄﻣﯿﻦ ﻣﻨﺎﺑﻊ اﻧﺴﺎﻧﯽ و ﻣﻮاد ﺧﺎم و ﻫﻤﯿﻦﻃﻮر اﯾﺠﺎد رواﺑﻂ و ﺷﺒﮑﻪ ﻫﺎی اﺟﺘﻤﺎﻋﯽ را در ﺑﺮﻣﯽ ﮔﯿﺮد. ﺑﻪﻃﻮری ﮐﻪ ﻫﯿﭻ ﻋﺎﻣﻞ زﻣﯿﻨﻪای، ﺿﺮورت ﺳﺎزها ی ﮐﻨﺶ ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و ﻫﻤﯿﻦﻃﻮر راﻫﺒﺮد ی ﻣﺸﺨﺺ ﺑﺮ ای آن ﭘﯿﺸﻨﻬﺎد ﻧﻤﯽﮔﺮدد. ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻧﻈﺮات ﻓﺮاوان و ﻫﻢزﻣﺎن ﭘﺮاﮐﻨﺪه ﺑﻪ ﻣﻔﻬﻮم ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ، در ﻣﻄﺎﻟﻌﮥ ﺣﺎﺿﺮ ﺑﺎ اﺗﺨﺎذ روﯾﮑﺮد ﻫﺮﻣﻨﻮﺗﯿﮏ، ﻣﺘﻮن ﻣﻮﺟﻮد ﺑﺎ راﻫﺒﺮد ﻓﺮاﺗﺮﮐﯿﺐ ﻣﻮرد ﺗﺤﻠﯿﻞ ﻗﺮارﮔﺮﻓﺘﻪ و ﻣﻔﻬﻮم ﺳﺎزی از ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت در ﺣﻮزه دﻓﺎع ﻣﻠﯽ اﻧﺠﺎم ﯾﺎﻓﺘﻪ اﺳﺖ. دادهﻫﺎ ﺑﺎ ﺳﻪ روﯾﮑﺮد ﮐﺪﮔﺬاری ﺑﺎز، ﻣﺤﻮری و اﻧﺘﺨﺎﺑﯽ و ﺑﺎ اﺳﺘﻔﺎده از ﻧﺮم اﻓزار اﻃﻠﺲ. ﺗﯽ4 ﮐﺪﮔﺬاری ﺷﺪه اﻧﺪ. ﯾﺎﻓﺘﻪﻫﺎی ﮐﻠﯿﺪی ﻣﻄﺎﻟﻌﻪ ﺣﺎﺿﺮ ﻋﺒﺎرت اﺳﺖ از ﺗﻌﯿﯿﻦ ﻋﻮاﻣﻞ ﭘﯿﺸﯿﻨﯽ ﺑﺮای ﺗﺤﻘﻖ ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت در ﺣﻮزه دﻓﺎع ﻣﻠّﯽ، اﺑﻌﺎد ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ، راﻫﺒﺮدﻫﺎی اﺟﺮاﯾﯽ ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت، ﭘﯿﺸران ﻫﺎی زﻣﯿﻨﻪ ﻣﺤﯿﻄﯽ ﺧﺎص ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت و درﻧﻬﺎﯾﺖ ﺷﻨﺎﺳﺎﯾﯽ ﺷﺎﺧﺺ ﻫﺎی ﺗﺤﻘﻖ ﻣﻮﻓﻘﯿﺖ آﻣﯿﺰ ﺑﺴﯿﺞ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت در ﺣﻮزه دﻓﺎع ﻣﻠّﯽ در ﻗﺎﻟﺐ ﭘﯿﺎﻣﺪﻫﺎی آن.

conceptualization of the mobilization of facilities and resources in the field of national defense

so far, no single definition has been provided for the concept of mobilization of resources and facilities, especially in the field of national defense. the reason for this is the dispersion of definitions among different disciplines, especially in the field of management sciences and social sciences on the other hand. in the research literature, the concept of mobilizing resources and facilities includes everything from providing financial resources to providing human resources and raw materials, as well as creating relationships and social networks. so that there is no background factor, the necessity of resource mobilization action tools, and no specific strategy is proposed for it. considering the many and at the same time scattered opinions on the concept of resource mobilization, in the present study, by adopting a hermeneutic approach, the existing texts were analyzed with a meta-composite strategy and the conceptualization of resource mobilization and facilities in the field of national defense was done. the results classified into 5 categories. this study has identified the previous factors for realizing the mobilization of resources and facilities in the field of national defense and determining the dimensions of resource mobilization, and on the other hand, it has identified the implementation strategies for the mobilization of resources and facilities in this area. in addition to this, the specific environmental context of the mobilization of resources and facilities and the indicators of the successful realization of the mobilization of resources and facilities in the field of national defense have also been identified.
