شناساییِ الگویِ مطلوبِ تعاملِ شهرداری و مساجد(مطالعه موردی: شهر مشهد)

این پژوهش در راستای پاسخگویی به این سوال است که الگوی مطلوب تعامل شهرداری و مساجد شهر مشهد چیست و برای رسیدن به بهترین الگو، رعایت چه اصولی لازم و ضروری است. روش پژوهش: این پژوهش با روش کیفی و مصاحبه عمیق با 15 کارشناس و مطلع کلیدی در شهرداری مشهد، انجام شده است. یافته‌ها: یافته های تحقیق نشان داد که از نظر خبرگان دو مساله اساسی در این زمینه وجود دارد، نخست مدیریت منسجم و یکپارچه شهرداری در مواجهه با مساجد و سپس تامین استقلال اقتصادی مساجد در هزینه‌های امور جاری. تلاش برای حل این دو مساله از طریق طراحی یک شورای اداری با شرح وظایف مشخص و تلاش در راستای استقلال اقتصادی و تلاش برای حفظ مردمی بودن مسجد الگوی مطلوب برای این سازمان خواهد بود. اجرای این الگو باید به نحوی باشد که مساجد را به سوی استقلال اقتصادی در هزینه‌های اولیه خود هدایت کند تا از نقش شهرداری به مثابه‌ی متولی مساجد کاهش داده، زمینه‌ی لازم را برای احیای کارکردهای مردمی مساجد فراهم کند.

Identifying the desired pattern of interaction between the municipality and the mosques (case study: Mashhad city)

Main Question:This research is in order to answer the question of what is the desired model of interaction between the municipality and the mosques of Mashhad and what principles are necessary to achieve the best model.Research Method: This research was conducted by qualitative method and indepth interviews with 15 key experts and informants in Mashhad Municipality.Findings: The research findings showed that according to experts, there are two main issues in this field, first, the coherent and integrated management of the municipality in the face of mosques and then ensuring the economic independence of mosques in the costs of current affairs. Trying to solve these two issues by designing an administrative council with a description of specific tasks and trying to achieve economic independence and trying to maintain the popularity of the mosque will be a good model for this organization. The implementation of this model should be such as to lead the mosques towards economic independence in their initial expenses in order to reduce the role of the municipality as the custodian of the mosques, to provide the necessary ground for the revival of the popular functions of the mosques.
