تحلیلی بر جایگاه توسعۀ منطقه‌ای در سیاست‌های کلان جمهوری اسلامی ایران

توسعۀ منطقه‌ای یکی از مهم‌ترین ضرورت‌های توسعۀ همه‌جانبه و پایدار است و رسیدن به آن یکی از اهداف مهم توسعه است. در این میان، هر نوع برنامه‌ریزی کلان برای توسعه، که در اسناد بالادستی نظیر سیاست‌های کلان یا سند چشم‌انداز در جمهوری اسلامی، باید حدی از توجه قابل قبول را در نظر داشته باشد و این ضرورتی نام برای مسئلۀ توسعه در ایران است. مقالۀ حاضر، با در نظر داشتن این ضرورت به دنبال تحلیل آن دسته از سیاست‌های کلان در جمهوری اسلامی است که به این مقوله پرداخته‌اند. هدف اصلی این پژوهش، پاسخ به این پرسش است که جایگاه راهبرد توسعۀ منطقه‌ای در سیاست‌های کلان نظام چیست؟ و با در نظر داشتن روش تحلیل محتوای کیفی با در نظر داشتنِ مهم‌ترین متغیرهای توسعۀ منطقه‌ای، به صورت تحلیلی، در محتوای متون و اسناد بالادستی جمهوری اسلامی غور کرده و آن‌ها را از لحاظ محتوایی تحلیل می‌کند، تا به جایگاه توسعۀ منطقه‌ای در آن دست یابد و با توجه به اینکه اسناد بالادستی، به عنوان اسنادی برای راهبردهای توسعه، و در نتیجه توسعۀ منطقه‌ای در نظر گرفته شده‌اند، این نتیجه به دست آمد که عموماً این اسناد، فاقد راهبردی مشخص و روشن پیرامون توسعۀ منطقه‌ای هستند و گرایش عمدۀ آن‌ها بر توسعۀ تمرکزگراست و در اینجا لزوم ایجاد سرفصلی مشخص با عنوان توسعۀ منطقه‌ای احساس می‌شود تا بتوانند به عنوان راهبردهایی برای توسعۀ منطقه‌ای و بنیانی برای قوانینی باشد که ضمن توجه به تمرکززدایی در مسئلۀ توسعه، به مهم‌ترین هدف توسعۀ منطقه‌ای یعنی تمرکززدایی برسند.

An analysis of the place of regional development in the macro policies of the Islamic Republic of Iran

Regional development is one of the most important requirements for comprehensive and sustainable development and achieving it is one of the important goals of development. In the meantime, any kind of macroplanning for development, which in upstream documents such as macropolicies or vision document in the Islamic Republic, must consider a certain amount of acceptable attention, and this is a necessity for the issue of development in Iran. The present article, considering this necessity, seeks to analyze those macropolicies in the Islamic Republic that have dealt with this issue.The main purpose of this study is to answer the question: what is the place of regional development strategy in the macropolicies of the system? And considering the method of qualitative content analysis, considering the most important variables of regional development, analytically, ponders on the content of texts and upstream documents of the Islamic Republic and analyzes them in terms of content, in order to achieve the position of regional development. And considering that the upstream documents are considered as documents for development strategies, and as a result of regional development, it was concluded that these documents generally do not have a clear strategy for regional development and their main tendency is towards development. It is centralist and here it is necessary to create a specific topic called regional development so that they can be as strategies for regional development and the basis for laws that, while paying attention to decentralization in development, achieve the most important goal of regional development, decentralization.
