ارزیابی سیاست های علم و فناوری: با رویکرد سیاست حمایت از محققین زن در بخش پژوهش و فناوری

هدف اصلی مقاله، ارزیابی سیاست حمایت از محققین زن در بخش پژوهش و فناوری است. ارزیابی این سیاست با استفاده از مدل های موجود در ادبیات و طراحی مدل محقق ساخته انجام گرفته است. تحقیق ماهیت توصیفی کاربردی دارد و با تکنیک پیمایشی انجام گرفته است. نخست خبرگان سیاستگذاری، به عنوان خبره پرسشنامه را بررسی کردند و با حصول اطمینان مقدار 0.7 برای آلفای کرونباخ، پایایی پرسشنامه مشخص شد. ‏جامعۀ آماری را خبرگان سیاستگذاری و محققین زن تشکیل داده‌اند که 79 نفر از آنها(36 خبره و 43 نفر محقق زن)، به عنوان نمونه به سوالات پاسخ دادند. از آمار ‏توصیفی و استنباطی برای توصیف داده‌ها، از آزمون‌های ناپارامتری دوجمله‌ای و رتبه‌بندی فریدمن برای بررسی سوالات و از نرم‌افزار ‏تحلیل آماری ‏spss‎‏ در سطح معناداری 0.05 برای تحلیل استفاده گردید.‏ همچنین جهت پیمایش ارزیابی سیاست، از آزمون t یک نمونه‌ای استفاده شد. یافته های حاصل از نتایج تجزیه و تحلیل های آماری و پیمایش ارزیابی سیاست نشان داد که سیاست مورد ارزیابی از منظر هر دو جامعه آماری، نیاز به اصلاح و بازنگری کلی دارد. همچنین یافته های حاصل از نتایج آزمون تی مستقل بیانگر آن است که سیاست مورد نظر بدون مشارکت ذینفعان و نیز بدون در نظر گرفتن شرایط زمینه ای و پیش بینی سازوکارهای لازم، طراحی شده است.مهم ترین پیشنهاد مقاله آن است که حمایت‌های هدفمند مادی و معنوی از زنان محقق در عرصه تولید علم و فناوری انجام گیرد. همچنین بین سیاستگذاران و مجریان سیاست ها، انسجام و یکپارچگی لازم ایجاد گردد.

Evaluation of science and technology policies: with a policy approach to support women researchers in research and technology

The main purpose of this article is to evaluate the policy of supporting women researchers in the field of research and technology. The evaluation of this policy has been done using the existing models in the literature and the design of the researchermade model.The research is descriptiveapplied in nature and has been done by survey technique. First, the policy experts, as experts, reviewed the questionnaire, and with a confidence level of 0.7 for Cronbach’s alpha, the reliability of the questionnaire was determined. The statistical population consisted of policy experts and women researchers, 79 of whom answered the questions as a sample. Descriptive and inferential statistics were used to describe the data, nonparametric nonparametric tests and Friedman ranking were used to examine the questions and SPSS statistical analysis software was used at the significant level of 0.05 for analysis. A sample was used.Findings from the results of statistical analysis and policy evaluation survey showed that the policy under evaluation from the perspective of both statistical communities, needs to be reformed and reviewed. Also, the findings of the results of the independent ttest indicate that the policy is designed without the participation of stakeholders and without considering the underlying conditions and anticipating the necessary mechanisms.The most important suggestion of the article is to provide targeted material and spiritual support to women researchers in the field of science and technology production. Also, the necessary coherence and integration should be created between policy makers and policy makers.
