تحلیلی بر نقش و جایگاه بسیج در هندسه نهادی فقرزدایی حکومت اسلامی

هدف اصلی:یکی ازنهادهای موثر در جمهوری اسلامی ایران که دربستر ایدئولوژی اسلام ناب شکل گرفته است و درکلام و در عمل نقش بسیار مهمی در فقرزدایی دارد، بسیج است. هدف از مقاله حاضر تبیین هندسه‌ نهادی فقرزدایی در حکومت اسلامی و تعیین جایگاه و نقش بسیج به عنوان یک نهاد موثر در این امر است و به این سوال پاسخ می‌دهد که آیا نقش بسیج در فقرزدایی صرفاً یک نقش مستقیم و واسط میان ثروتمندان و فقرا است؟روش پژوهش:از آنجا که ساخت هندسه نهادی فقرزدایی درحکومت اسلامی مستلزم بحث و تحقیق در احادیث شیعه است، روش تحلیل محتوا یا تحلیل مضمون احادیث، مورد استفاده قرار گرفته است. براساس این روش، یک چارچوب کلی از هندسه نهادی فقرزدایی از اسلام و حکومت اسلامی ترسیم شده و در ادامه نقطه اتصال آن با اهداف و ماموریت‌های بسیج تبیین خواهد شد.یافته‌ها:درحکومت اسلامی ساختار نهادی 9 لایه‌ای رفع فقر وجود دارد که بر زیرساخت اجتماعی و جنبه‌های مردمی فقرزدایی در لایه‌های آغازین و جنبه‌های حاکمیتی در لایه‌ پایانی تکیه دارد. نقش بسیج از این حیث می تواند مهم تر و عملیاتی تر از دیگر لایه‌ها دیده شود که در خصوص 6 لایه اول در مقام تقویت اثر بخشی، ظاهر می شود و ضمن تاثیرگذاری بر خودکفایی اقتصادی خانوار، روحیه نوع دوستی را در سایر لایه‌های نهادی تقویت می‌کند و در لایه هفتم و هشتم به صورت مستقیم در فقرزدایی اثرگذاری می‌کند و در کنار این نقش‌ها، نسبت به لایه نهم یعنی حاکمیت، نقش مطالبه‌گری و همکاری را ایفا می‌کند.

An Analysis of the Role and Position of Basij in the Institutional Geometry of Poverty Alleviation of the Islamic Government

Main questionOne of the effective institutions in the Islamic Republic of Iran, which has been formed in the context of the ideology of pure Islam and has a very important role in poverty alleviation, is Basij. The purpose of this article is to explain the institutional geometry of poverty alleviation in the Islamic government and determine the position and role of Basij in this geometryResearch method:Since the construction of institutional geometry of poverty alleviation in the Islamic government requires discussion and research on Shia hadiths, the method of content analysis of hadiths, has been used. Using content analysis, this article will outline an institutional framework for the institutional geometry of poverty alleviation from Islamic government, and then suggest the connection point with the Basij. Findings:In the Islamic government, there is a ninetier institutional structure for poverty alleviation, which relies on social infrastructure and the popular aspects in the initial layers, and the governmental aspects in the final layer. The role of Basij in this regard can be seen as more important and more operational than other layers, which appears in the position of strengthening the effectiveness of the first 6 layers and while affecting economic selfsufficiency in the family, strengthens the spirit of altruism between family and neighbors and other institutional layers and directly affects in poverty alleviation in the seventh and eighth layers, and in addition to these roles, in the ninth layer, it plays the role of demanding, cooperating and accompanying the government.
