شناسایی شاخص‌های ارزیابی عملکرد نمایندگان مجلس

هدف این پژوهش ارائه شاخص‌های مناسب جهت ارزیابی عملکرد نمایندگان مجلس شورای اسلامی با توجه به شرایط بومی کشورمان است. جهت جمع‌آوری داده‌ها، با توجه به اشباع نظری محقق،10مصاحبه هدفمند و نیمه‌ساختاریافته با نمایندگان دو دوره مجلس شورای اسلامی و برخی صاحب نظران صورت پذیرفت و با یکی از انواع روش تحقیق کیفی و از دسته روش های تحلیل متن با نام تحلیل تماتیک، داده های متنی حاصل از مصاحبه ها تجزیه و تحلیل شد. نتایج اجرای فرایند تحلیل تم، به شناسایی 89 شاخص ارزیابی عملکرد نمایندگان مجلس شورای اسلامی منجر گردید که این شاخص‌ها در 17 مضمون سازمان‌دهنده دسته‌بندی شده و مضامین سازمان‌دهنده نیز خود به 4 بعد عملکرد فردی و عمومی کارگزاری، عملکرد حاکمیتی، عملکرد اجتماعی و عملکرد حرفه‌ای تقسیم‌بندی شده‌اند تا تصویر درست و جامعی از شاخص‌‌های ارزیابی عملکرد نماینده را نمایش دهند. با توجه به نتایج پژوهش، پیشنهاد می‌گردد سامانه‌ای با دسترسی آزاد مردم و نمایندگان به آن، راه‌اندازی شده و برای هر نماینده به صورت کاملاً به‌روز، اطلاعات مربوط به ارزیابی ایشان اعمال و در معرض انظار عمومی قرار گیرد، به‌طور مثال نماینده تا امروز چند جلسه حضور داشته است؟ چه طرح هایی را پیگیری کرده است؟ چند جلسه مردمی ترتیب داده است؟ و به این صورت که نظام رتبه بندی نمایندگان و رتبه بندی کمیسیون ها به وجود آید.

Recognition of the performance assessment indicators of the lower chamber of parliament.

the aim of this study is to present appropriate indicators for assessing the performance of the members of the islamic council chamber with regard to the local conditions of our countryin order to collect data, according to the theoretical saturation of the researcher, 10 purposeful interviews with representatives of two parliaments of the islamic councils and some experts were made and analyzed by qualitative research method and theme analysis tool, data obtained from these interviews were analyzed. the results of the analysis of the theme analysis process led to the identification of 89 indices of performance evaluation indices of the Parliament namoyandagon, the organization’s personal and personal performance, Government performance, social performance and professional performance to demonstrate a comprehensive and comprehensive picture of representativeperformance evaluation indices.According to the research results, it is suggested that a system with free access to the people and representatives be set up. And for each representatives to be fully uptodate, the information related to their evaluation should be applied and made public, for example, how many sessions has the representatives attended so far? What plans has he pursued? How many public meetings has he arranged? And ... in such a way that the ranking system of representatives and the ranking of commissions is created.
