تدوین و اولویت‎بندی سیاست‎های تحقق بستر فرهنگی شکل ‎گیری اقتصاد مقاومتی جمهوری اسلامی ایران (مطالعه موردی: شورای عالی انقلاب فرهنگی)

با گذشت هفت سال از طرح بحث اقتصاد مقامتی توسط مقام معظم رهبری (مدظلّه العالی) صحبت از چیستی و چرایی اقتصاد مقاومتی به‌اندازه‌ی چگونگی تحقق آن در اولویت پژوهش نیست. نظریه‎پردازان اقتصادی معتقدند فرهنگ، بر اقتصاد تاثیر داشته و آن را عاملی مهم در تشویق فعالیت‎های مفید اقتصادی مانند کار و تلاش می‎دانند و همواره بر اهمیت اثر فرهنگ بر رشد اقتصادی تاکید کرده‎اند. ازآنجاکه شورای عالی انقلاب فرهنگی در جایگاه قرارگاه فرهنگی کشور و متشکل از تمامی نهادهای حقوقی فرهنگی جمهوری اسلامی و خبرگان برتر این حوزه در کشور است انتظار می‎رود سیاست‎های فرهنگی لازم برای تحقق اقتصاد مقاومتی را تصویب و ابلاغ نماید. پژوهش حاضر با رویکرد ترکیبی (کمی‎‎کیفی)، انجام شده است؛ در بخش کیفی با استفاده از روش‎های مطالعه اسنادی و فراترکیب پژوهش‎های پیشین و نیز تحلیل مصاحبه‎های انجام شده به استخراج سازه‎ها، مولفه‌ها، مفاهیم و متغیرهای فرهنگی موثر در تحقق اقتصاد مقاومتی پرداخته شد و بر این اساس مدل مفهومی پژوهش ساخته شد. در بخش کمی با استفاده از ابزار پرسشنامه و نظرسنجی از خبرگان از نرم‌افزار pls برای مدل‎سازی معادله ساختاری و آزمون مدل نهایی بهره گرفته شد. درنهایت با استفاده از مدل کانو حوزه‎های دارای اولویت برای سیاست‌گذاری مشخص شدند و بر اساس اولویت‎های سیاست‎گذاری استخراج‌شده، با انجام آزمون فریدمن 26 اقدام سیاستی از میان 122 اقدام، انتخاب‌شده‎ و به‌عنوان بسته سیاستی فرهنگی برای تحقق اقتصاد مقاومتی ارائه شد.

Developing and prioritizing policies for the realization of the cultural context of the formation of a resilient economy of the Islamic Republic of Iran

After seven years of discussing the resistance economy by the Supreme Leader, it is talk of what is and why the resistance economy is not the priority of research as far as its realization. Since the Supreme Council of the Cultural Revolution is the cultural center of the country and consists of all Islamic cultural institutions of the Islamic Republic and the leading experts of this field in the country, it is expected that the cultural policies necessary to realize the resistance economy will be approved. In this regard, the authors have tried to provide a package of operational policy with a multistage research, while extracting and identifying the issues and areas in the priority of the relevant cultural policy, by determining their impact. In the first step, using the methods of documentary study and the further research of The analysis of the contents of the deep interviews was done to extract the structures, components and cultural concepts affecting the resistance economy. Accordingly, the conceptual model of the research was constructed. In the second stage, using the questionnaire and postDelphi surveys, the model was modeled using PLS software and the final model was approved. In the third stage, using the Kano model, the domains were identified as priority areas for policy making, and finally , based on the policy priorities extracted by Friedman test, 26 policy actions were selected among 122 actions And as a package of cultural policies for the realization of a resilient economy.
