ظهور ترامپ و تاثیر آن بر کاهش قدرت نرم آمریکا

توانایی به‌کارگیری منابع قدرت نرم از سوی کشورها به شدت به نوع رفتار و حکمرانی حاکمان وابسته است. برخورداری از ویژگی‌های دموکراتیک، مشورت پذیری، و کارگروهی از عناصر اصلی یک حکمرانی خوب در حوزه قدرت نرم است. ترامپ با تاکید بر شعار اول آمریکاو دارای رویکردهای نژاد پرستی، ضد سازمان‌های بین المللی، ضد اسلام و شدیدا معتقد به دیدگاه‌های اقتصادی مرکانتیلیستی بوده که در تضاد با ارزش‌های قدرت نرم است. این مقاله در صدد ارزیابی وضعیت قدرت نرم امریکا در دوران ترامپ بوده و به این سئوال پاسخ می‌دهد که سیاست‌ها و عملکرد‌ ترامپ در حوزه قدرت نرم چگونه بوده و کدام عوامل باعث کاهش قدرت نرم این کشور در بین متحدین و جامعه بین‌المللی شده است؟ روش پژوهش حاضر از نوع کیفی و رویکرد آن توصیفی تحلیلی می‌باشد و برای گردآوری داده‌ها از منابع کتابخانه‌ای بهره‌گرفته شده است. نتایج این پژوهش نشان می‌دهد که ترامپ و تیم سیاستگذار وی اصولا به قدرت سخت و سرمایه‌گذاری در آن حوزه بیشتر علاقه و اعتقاد دارند و در حال قربانی کردن ارزش‌های نرم لیبرالیسم به پای منابع قدرت سخت هستند. اقدامات ترامپ در خروج از معاهدات بین‌المللی، نادیده‌گرفتن دیپلماسی و رویکرد سخت به مسایل نرم از مهمترین عوامل کاهش قدرت نرم آمریکا می‌‌‌‌‌باشد.

The emergence of trump and its impact on the reduction of American soft power

The ability to use soft power sources from countries is heavily dependent on the kind of behavior and governance of the rulers.Having democratic features,counseling,and a working group are key elements of a good governance in the field of soft power.Trump, emphasizing the &first American& slogan, has racist attitudes,antiinternational organizations, antiIslam, and strongly believes in the mercantilistic economic views that contradicts the values of soft power.This article seeks to assess the state of the soft power of America during the Trump era and asks the question of how the policies and practices of Trump in the field of soft power have been and which factors reduce the soft power of this country among the allies and the society between Internationalized?The method of this research is qualitative and its approach is descriptiveanalytical and has been used for collecting data from library resources.The results of this study show that Trump and his policy team are basically enthusiastic about the hard power and investment in that area and are sacrificing the values of soft liberalism to the point of hard power resources.Trump’s measures to withdraw from international treaties, ignoring diplomacy, and a harsh approach to soft issues are one of the most important factors in the reduction of soft power in the United States.
