تبیین چگونگی شکل گیری نزدیک بینی سیاستی در نظام خط مشی گذاری ایران با تاکید بر خط مشی های حوزه جمعیت

یکی از سوال‌های پیش روی خط‌مشی‌گذاران این است که چگونه می‌توان تعارض میان خط‌مشی‌ها را کاهش داد؟ ریشه‌های شکل‌گیری این تعارض‌ها چیست؟ در این تحقیق نشان داده شده است که مهم‌ترین ریشه این وضعیت بروز پدیده‌ای به نام نزدیک‌بینی سیاستی است. نزدیک‌بینی سیاستی به کاهش افق نگاه خط‌مشی گذار در دو ساحت زمان و مکان است. عدم توجه به بازه‌های زمانی بلندمدت در کنار نگاه بخشی و محدود از پیامدهای دچار شدن به این آسیب است. در این پژوهش، تلاش گردیده که با تعمیق نگاه در بررسی بیماری نزدیک‌بینی سیاستی، ابعاد این موضوع از منظر جامعه‌شناسی، سیاسی، اقتصادی، پویایی سیستم و روانشناسی نیز موردبررسی قرار گیرد. بر این اساس در ابتدا به تبیین نزدیک‌بینی سیاستی پرداخته‌شده و پس از استخراج چارچوب نظری نزدیک‌بینی مبتنی بر رویکردهای پنج‌گانه فوق، به‌منظور تبیین ریشه‌های شکل‌گیری آن با 13 نفر از صاحب‌نظران خط‌مشی‌گذاری و جمعیت مصاحبه شده و از طریق روش داده‌بنیاد مدل سیستمی نزدیک‌بینی سیاستی بر اساس روش اشتروس ارائه شده است. در انتها ضمن تبیین عوامل شکل‌دهنده نزدیک‌بینی بیان‌شده که تکرار این آسیب در حوزه جمعیت می‌تواند به دولت پرتکفل منجر شود که در آینده تمامی ابعاد چرخه خط‌مشی‌گذاری را تحت تاثیر قرار دهد

Explain how policy myopia is formed in the Iranian policy-making system with emphasis on population policies

One of the questions facing policy makers is how can the conflict between policies be reduced? What are the roots of these conflicts? In this study, it has been shown that the most important root of this situation is the occurrence of a phenomenon called policy myopia. Myopic policy is to reduce the horizon of the transition line in both time and space. Failure to pay attention to long periods of time along with a limited view of the consequences of this injury. In this study, an attempt has been made to examine the dimensions of this issue from the perspectives of sociology, politics, economics, system dynamics and psychology by deepening the view in examining the disease of policy myopia. Accordingly, at first, the policy myopia is explained and after extracting the theoretical framework of myopia based on the above five approaches, in order to explain the roots of its formation, 13 experts in policymaking and population were interviewed and through the systematic method based on the systematic method. Strauss is provided. Finally, while explaining the factors that shape myopia, it is stated that the repetition of this damage in the field of population can lead to a reluctant government that in the future will affect all aspects of the policy cycle.
