تحلیل دلالت‌های سیاستی اندیشه رهبر معظم انقلاب اسلامی درباره فضای مجازی و شبکه‌های اجتماعی

هدف اصلی پژوهش، واکاوی دیدگاه رهبر انقلاب اسلامی درباره فضای مجازی و کشف دلالت‌های سیاستی آن است و در صدد است با توجه به مطالب منتشره در قالب بیانات، احکام، نامه‌ها و ابلاغیه‌ها درباره فضای مجازی و شبکه‌های اجتماعی به این امر دست یابد.راهبرد کلی پژوهش، کیفی و روش گردآوری داده‌ها کتابخانه‌ای است. برای دستیابی به داده‌ها، تمام بیانات، احکام، نامه‌ها و ابلاغیه‌های مقام معظم رهبری با کلید واژه‌های فضای مجازی، اینترنت، سایبر، شبکه‌های اجتماعی، موبایل و تلفن همراه در تارنمای دفتر حفظ و نشر آثار ایشان، به صورت ماشینی جستجو شد که بر اساس نتیجه، تاریخ داده‌های به دست آمده بین 01/07/1377 تا 31/03/1398 است. در تجزیه و تحلیل داده‌ها نیز از روش سه مرحله‌ای تحلیل تماتیک ولکات (توصیف، تحلیل و تفسیر) استفاده شده‌است.بر اساس تحلیل و تفسیر مضامین استخراج شده از مطالب رهبر انقلاب درباره فضای مجازی و شبکه مضامین، به طور کلی دیدگاه سیاستی ایشان در یک چارچوب تمدنی قابل فهم است و همچنین نگاه فرصت‌محور به فضای مجازی بر نگاه تهدیدمحور غلبه دارد. در این دیدگاه می‌توان سه گزینه «عدم توجه و ورود در پدیده کلان فضای مجازی»، «ورود نابهنگام یا صرف همگام شدن با تحولات فناورانه حوزه فضای مجازی» و «ورود توام با هدفمندی و هوشمندانه» را استنباط کرد که بر اساس نتایج حاصل از تحلیل و تفسیر مضامین و در قالب نگاه تمدنی رهبر انقلاب، گزینه مطلوب، تعامل و ورود هوشمندانه و هدفمند در این فضا است. در دیدگاه ایشان فضای مجازی امتداد فضای حقیقی و دارای تاثیر متقابل با آن است.

An analysis of the policy implications of the Islamic revolution supreme Leader’s thought about cyberspace and social networks

The main purpose of the research is to scrutiny the viewpoint of the Islamic Revolution leaeder, about cyberspace and intuition its policy implications. Therefore, the present study seeks to achieve this object, due to the contents published by him, including lectures, orders, letters and announcement about cyberspace and social networks.The overall research strategy is qualitative and the data collection method is library. To access cyberspace data, all speeches, orders, letters and notices of the Supreme Leader Searched in machine way by the keywords of cyberspace, internet, cyber, social networks, mobile and cellphone, on the website of the Office of Conservation and Publication. According to the search result, the date of the data is between the beginning of October 1998 and the end of June 1998. The analyze of the data is based on the Walcott’s thematic analysis method.Based on the analysis and interpretation of the themes extracted from the revolutionary leader’s content about cyberspace and the themes network, his overall policy view about this subject is understandable in a civilized context, and the opportunitybased approach to cyberspace outweighs the threatoriented view. In this view, three options can be deduced as follows: “ignoring the cyberspace as a largescale phenomenon”, “premature entry or mere synchronization with cyberspace’s technological developments” and “deliberate and intentional entry”, based on the results of content analysis and interpretation and the revolutionary leader’s civilized view about cyberspace, intelligently and purposeful interaction and entry into this space, is preferred option.
