تحلیل جایگاه حکمروایی خوب در عملکرد مدیریت شهری (مطالعه موردی: شهر بابل)

حکمروایی به عنوان رویکردی که در مقابله با مفهوم حکومت شکل گرفته است و در این رویکرد تلاش می شود تا با اصولی همچون مشارکت پذیری، شفافیت، عدالت محوری، مسئولیت‌پذیری، پاسخگویی، قانون‌مداری، توافق جمعی و کارایی زمینه را برای افزایش عملکرد مدیریت شهری، فراهم نماید. هدف پژوهش تحلیل جایگاه رویکرد حکمروایی خوب در عملکرد مدیریت شهری بابل بوده است. روش تحقیق توصیفی تحلیلی که روش گردآوری داده ها با استفاده از پرسشنامه برای شهروندان و متخصصین شهری به منظور آگاهی از نظرات آن ها استفاده گردید. روش تحلیل با استفاده از آزمون های آماری توصیفی (میانگین، واریانس و انحراف معیار) و آمار استنباطی (آزمون هایt تک نمونه ای و friedman) بهره گرفته شد. نتایج به دست آمده نشان می دهد که شاخص های حکمروایی در عملکرد مدیریت شهری بابل در سطح نامطلوبی قرار دارد و الگوی حکروایی خوب در عملکرد مدیریت شهری شکل نگرفته است. بر اساس نتایج حاصل از مدل swotبرای افزایش عملکرد مدیریت شهری در چارچوب رویکرد حکمروایی خوب در شهر بابل، استراتژی رقابتی به منظور توسعه نهادسازی محلی و مردمی به منظور تقویت و ارتقاء عملکرد مدیریت شهری در اولویت قرا گرفته است.

An Analysis of Good Governance Status in Urban Management Performance (A Case Study of Babol)

Governance as an approach which has been formed conflicting with the concept of government in which it is tried to prepare principles like corporation, transparency, justice, responsibility, responsiveness, laws, consensus, and efficiency in order to develop the urban management performance. The purpose of the present study was to analyze the status of good governance approach in urban management of Babol. The descriptiveanalytical method was used in which the necessary data were gathered using the questionnaire designed for the citizens and civil experts to benefit from their views. The analysis was done using descriptive tests like the mean, variance, and standard deviation, as well as inferential statistics including onesample Ttest and Friedman. The obtained results showed the governance indicators in urban management of Babol are not satisfactory and there is no good urban management performance in the city. Based on the obtained results from the SWOT model to improve the urban management performance based on a good governance approach in Babol, a competitive strategy should be prioritized in order to develop the local institutions and to boost the performance of urban management.
