ارزیابی و تحلیل اثرات عناصر بازسازی پس از سانحه بر بعد کالبدی – فیزیکی شهرها (مورد مطالعه: شهر منجیل)

یکی از مباحث مهم در هنگام وقوع سوانح طبیعی در شهرها، بازسازی شهرها پس از وقوع این سوانح است. در فرآیند بازسازی پس از سانحه، عناصر و عوامل مختلفی تاثیرگذار هستند و مجموعه این فرآیندها تاثیرات متعددی بر ابعاد مختلف توسعه شهری به ویژه بعد کالبدی – فیزیکی دارد. شهر منجیل، یکی از شهرهای شهرستان رودبار استان گیلان است که در اثر زمین لرزه سال 1369، به شدت آسیب دید. فرآیند بازسازی این شهر پس از وقوع این سانحه، تاثیرات متعددی بر بعد کالبدی – فیزیکی شهر گذاشته است که در این پژوهش به بررسی اثرات عناصر بازسازی پس از سانحه بر این بعد و تاثیرپذیری شاخص‌های کالبدی – فیزیکی از این عناصر، پرداخته شده است. برای این منظور تاثیرات این عناصر و شاخص‌ها از طریق پرسشنامه با 25 تن از کارشناسان مربوطه مورد ارزیابی قرار گرفته و از طریق آزمون آماری ناپارامتریک دو جمله‌ای و شاخص‌های آماری تحلیل شد. نتایج نشان داد میزان تاثیرگذاری عناصر بازسازی پس از سانحه بر بعد کالبدی – فیزیکی شهر منجیل، بسیار زیاد و تاثیرگذاری شاخص‌های کالبدی – فیزیکی بر این عناصر نیز بالا بوده است. همچنین بیشترین تاثیرات عناصر بازسازی مربوط به مشارکت‌های بومی‌، کارآفرینی و تسهیلات بوده و در بخش شاخص‌های کالبدی – فیزیکی نیز استحکام و مقاومت ساختمان‌ها، معابر و دسترسی به خدمات و غیره دارای بیشترین تاثیرپذیری از فرآیند بازسازی پس از سانحه بودند.

Evaluation and Analyzing the Impacts of PostReconstruction Elements in SkeletalPhysical Dimension of Cities (A Case Study of Manjil)

One of the important issues in the event of natural disasters in cities is the reconstruction of cities after these accidents. In the process of posttraumatic reconstruction, elements and factors are influential and the set of these processes has several effects on different dimensions of urban development, especially physicalphysical dimension. Manjil is one of the cities of Roudbar, Gilan province, which was severely damaged by an earthquake in 1369. The process of rebuilding the city after the accident has had many effects on the physical and physical aspects of the city. In this study, the effects of elements of posttraumatic reconstruction on this dimension and the impact of physicalphysical indicators of these elements have been studied. To this end, the effects of these elements and indicators were evaluated through a questionnaire by 25 relevant experts and analyzed by nonparametric binomial statistical test as well as statistical indices. The results showed that the impact of post traumatic reconstruction elements on the physical and physical dimension of Manjil was high and the physical and physical indices of these elements were high too. Also, most of the effects of the reconstruction elements on indigenous, entrepreneurial, and facultative factors were physical and physical indices, as well as building resistance, passageways and access to services had the most impact on the posttraumatic reconstruction process.
