اولویت ‌بندی مولفه‌های قراردادهای کشاورزی: مطالعه موردی قرارداد کشت زعفران

فعالیت‌های کشاورزی به علت سروکار داشتن با موجودهای زنده همواره همراه با مخاطره‌هایی برای کشاورزان بوده است. در این فعالیت‌ها انواع مخاطره‌های طبیعی، اجتماعی، اقتصادی دست به دست هم می‌دهند و موقعیت‌های آسیب‌پذیری را برای تولیدکنندگان فراهم سازند. نتیجه این شکنندگی و آسیب‌پذیری باعث بی‌ثباتی در درآمدها می‌شود. این تحقیق با هدف تعیین، شناسایی و اولویت‌بندی فراسنجه‌های قراردادهای کشاورزی با استفاده از مدل ترکیبی فرایند تحلیل سلسله مراتبی  ahp و شباهت به گزینه ایده‌آل  topsisدر استان خراسان رضوی از طریق پرسشنامه محقق ساخته مبتنی بر نتایج و پژوهش‌های انجام شده، از 13 نفر متخصص و خبره آشنا به حوزه کشاورزی قراردادی که به صورت داوری و بر مبنای تخصص آنان انتخاب شدند انجام شد. در این پژوهش 2 معیار و 14 گزینه در نظر قرار گرفت؛ و از روش topsis و ahp برای وزن‌دهی به معیارها، شناسایی و اولویت بندی فراسنجه‌های قراردادکشاورزی استفاده شد. نتایج نشان داد وزن معیار به ارتقاء مشارکت کشاورزان در کشاورزی قراردادی 0.692 و  وزن معیار کمک به امنیت غذایی و افزایش تولید در کشاورزی قراردادی 0.308 است؛ و همچنین بر مبنای وزن‌های به دست آمده برای معیارها و مبتنی بر روش اولویت‌بندی تاپسیس از بین فراسنجه‌های قراردادهای کشاورزی بالاترین رتبه مربوط به برگزاری کلاس‌های آموزشی و مشاوره فنی و پایین‌ترین رتبه مربوط به نوع قرارداد (دوجانبه-چندجانبه) بود. بر اساس نتایج به دست آمده از این پژوهش پیشنهاد و تاکید می‌شود سازمان جهاد کشاورزی یا بخش خصوصی در عقد قراردادها به فراسنجه‌هایی از جمله برگزاری کلاس‌های آموزشی و مشاوره فنی، وجود اختیار معامله، نوع قرارداد (کتبی-شفاهی)، وجود یا عدم وجود الزام تعیین درجه کیفی، طول دوره قرارداد، نوع قرارداد (مستقیم-واسطه)، تامین نهاده توجه کند؛ در این صورت انتظار می‌رود مشارکت کشاورزان در کشاورزی قراردادی ارتقاء یابد.

prioritizing the components of agricultural contracts: a case study of saffron cultivation contract

agricultural activities are always associated with risks for farmers due to dealing with living organisms. in these activities, all kinds of natural, social, and economic risks go hand in hand and provide vulnerable situations for producers. the result of this fragility and vulnerability causes instability in incomes. this research aims to determine the identification and prioritization of the parameters of agricultural contracts using the ahp hierarchical analysis process combination model and similarity to the ideal option of topsis in razavi khorasan province through a researcher-made questionnaire based on the studies and research done, from 13 experts and experts. in the field of agriculture, a contract was made that was selected based on their expertise. in this research, 2 criteria and 14 options were considered; and topsis and ahp methods were used to weight the criteria, identify and prioritize agricultural contract parameters. the results showed that the criterion weight for promoting farmers’ participation in contract agriculture is 0.692 and the criterion weight for helping food security and increasing production in contract agriculture is 0.308; also, based on the weights obtained for the criteria and based on the topsis prioritization method, among the parameters of agricultural contracts, the highest rank was related to holding training classes and technical consultation, and the lowest rank was related to the type of contract (bilateral-multilateral). based on the results obtained from this research, it is suggested that the agricultural jihad organization or the private sector should consider parameters such as the holding of training classes and technical advice, the existence of trading options, the type of contract (written-verbal), the presence or absence of the requirement to determine the degree. pay attention to the quality, duration of the contract, type of contract (direct-intermediate), supply of inputs; in this case, it is expected that the participation of farmers in contract farming will increase.
