راهکار کاهش آلودگی هوا با استفاده از مالیات سبز (مطالعه موردی: شهرستان اردکان)

با توجه به مشکلات و بیماری‌های ناشی از آلودگی آلاینده‌ها که به‌علت وجود مراکز صنعتی در شهرستان اردکان می‌باشد، نیاز است که راه‌حل‌هایی نظیر نصب فیلتر هوا، وضع مالیات بر آلاینده‌ها و افزایش قیمت سوخت برای رفع یا کاهش آلودگی، با توجه به سودآوری شرکت‌ها در نظر گرفته شود. از این‌رو هدف از پژوهش حاضر، ارائه راه‌حل اخذ مالیات سبز برای کاهش مخاطرات زیست‌محیطی است. در این پژوهش از روش ارزش‌گذاری مشروط در غالب تکنیک دوگانه دوبعدی و الگوی اقتصادسنجی لوجیت استفاده شد. همچنین برای جمع‌آوری داده‌ها از 608 پرسشنامه به‌صورت تمایل به پرداخت افراد در سال 1396 در دو بخش آلودگی هوای ناشی از کارخانجات و نصب تابلو و بنر در سطح شهر به منظور تشویق افراد به استفاده از وسایل حمل و نقل عمومی و شناسایی خودروهایی که نقص فنی دارند، در شهرستان اردکان استفاده شد. نتایج نشان داد میزان تمایل به پرداخت افراد برای کاهش آلودگی هوای ناشی از کارخانجات 32800 ریال و برای کاهش آلودگی هوای ناشی از حمل و نقل نیز 28650 ریال به‌صورت ماهانه برای هر فرد است. متغیرهای جریمه خودرو آلوده‌کننده هوا و افزایش قیمت سوخت اثر مثبت و معنادار بر تمایل به پرداخت افراد دارند. همچنین متغیرهای مبلغ پیشنهادی و درآمد از مهمترین عوامل اثرگذار در هر دوبخش هستند. در مجموع میزان مالیات سبز حاصل از دو بخش آلوده‌کننده صنایع و حمل و نقل در شهرستان اردکان بالغ بر 72235 میلیون ریال در سال می‌باشد که می‌تواند در جهت تاسیس موسسه‌ای مردم نهاد، در جهت کاهش آلودگی هوا استفاده شود.

Solution to Reduce Air Pollution Using Green Tax (Case Study: Ardakan City)

Due to the problems and diseases caused by pollutants due to the existence of industrial centers in Ardakan city, it is necessary to find solutions such as installing air filters, taxing pollutants and increasing fuel prices to eliminate or reduce pollution, according to the profitability of companies in To be considered. Therefore, the purpose of this study is to provide a solution to green tax to reduce environmental risks. In this study, Contingent Valuation method was used in the form of twodimensional technique and logit econometric model. Also, to collect data from 608 questionnaires in order to pay people in 1396 in two parts: air pollution caused by factories and installation of signs and banners in the city to encourage people to use public transport and identify vehicles with defects Have technical, was used in Ardakan city. The results showed that the willingness of people to pay to reduce air pollution from factories is 32800 Rials and to reduce air pollution from transportation is 28650 Rials per person per month. The variables of car air pollution fines and rising fuel prices have a positive and significant effect on people’s willingness to pay. Also, the variables of the proposed amount and income are the most important influential factors in both sectors. In total, the amount of green tax resulting from the two polluting sectors of industry and transportation in Ardakan city is 72,235 million rials per year, which can be used to establish nongovernmental organizations to reduce air pollution.
