سناریوهای حمل‌ونقل عمومی سازگار با محیط زیست کلانشهر تهران در افق 1410

اهداف: گذار از الگوهای حمل‌ونقل شخصی به حمل‌ونقل عمومی نه تنها مزایای اقتصادی و اجتماعی به همراه داشته، بلکه موجب پایداری زیست‌محیطی در سیستم‌های حمل‌ونقل عمومی نیز می‌شود. اما، این نوع پایداری در کلانشهر تهران تاکنون کمتر با نگاه به آینده مطالعه شده است. در واقع آینده‌پژوهی به ‌عنوان یک دانش میان‌رشته‌ای، ابزارهایی را برای حصول پایداری در سیستم‌های حمل‌ونقل عمومی فراهم می‌کند. از همین رو، مطالعه حاضر به ارزیابی وضعیت آینده سیستم حمل‌ونقل عمومی کلانشهر تهران از منظر سازگاری با محیط زیست پرداخته است.روش‌شناسی: این مطالعه پیمایشی با روش کیفی-کمّی در سال 1400 و برای افق زمانی سال 1410 انجام شد. 12 نفر خبره دارای صلاحیت در موضوعات «آینده‌پژوهی» و «حمل‌ونقل و ترافیک شهری» که به شیوه هدفمند انتخاب شده بودند در این پژوهش همکاری داشتند. تحلیل داده‌ها با استفاده از روش‌های «تحلیل مضمون»، «مقایسه میانگین» و «سناریونگاری» انجام شد.یافته‌ها: در مجموع 8 مورد از 41 پیشران موثر بر آینده سیستم حمل‌ونقل عمومی کلانشهر تهران به عنوان پیشران‌های کلیدی شناسایی شدند. در ادامه، با تعریف سه وضعیت مطلوب، ایستا و بحرانی برای هر یک از پیشران‌های کلیدی، 11 سناریو به‌دست آمد که از بین آنها، 6 سناریو احتمال وقوع بیشتر و باورپذیری بالاتری برای کلانشهر تهران داشت. با این حال، سناریوی شماره 2 که ادامه روند فعلی سیستم بود، محتمل‌ترین سناریو برای 10 سال آینده شهر تهران تشخیص داده شد. نتیجه‌گیری: فرآیند تحقق پایداری زیست‌محیطی در آینده سیستم حمل‌ونقل عمومی کلانشهر تهران منوط به سرمایه‌گذاری و تامین مالی برای توسعه فنّاوری‌ها و استانداردهای زیست‌محیطی نوین است که موفقیت تمامی این اقدامات در گرو چشم‌اندازسازی و سیاست‌گذاری دقیق در سطح منطقه کلانشهری است.

eco-friendly public transportation scenarios of tehran metropolitan in 2031 horizon

aims: transitioning from private transportation into public transportation, provides environmental sustainability, as well as, economic and social benefits. however, this type of sustainability in the tehran metropolis has been less studied from a future perspective. in fact, as an interdisciplinary knowledge, future studies provide a tool to assess sustainability in public transportation systems. therefore, the present study has evaluated the future state of the public transportation system of tehran’s metropolis from the viewpoint of compatibility with the environment.methodology: this is a survey carried out based on the experts’ opinion and through the explanatory-evaluation path. the study is done in 2021 in order to propose possible scenarios for 2031. 12 qualified experts in future studies and transportation and urban traffic, who were selected in a targeted manner, participated in this study. data analysis was done using theme analysis, mean comparison and scenario methods.findings: 8 out of 41 drives affecting the future of the public transportation system in tehran were identified as the key drivers. then, 11 scenarios were obtained after defining three favorable, static and critical states for each of the key drivers, in which 6 scenarios were more probable and more credible in the tehran metropolis. however, scenario number 2, which is the continuation of the current situation, was recognized as the most likely scenario for the next 10 years in tehran.conclusion: achievement of the environmental sustainability in the future of the public transportation system of the tehran metropolis is dependent on investment and financing the development of new technologies and environmental standards. accurate planning and policy-making are of great importance in the achievement of this goal at the level of the metropolitan area.
