موانع فرهنگی-اجتماعی موثر بر توسعه‌نیافتگی شهر بیله‌سوار از دیدگاه شهروندان

اهداف: پیشرفت و توسعه، حاصل نگرشی خاص به جهان است و بدون ایجاد این نگرش خاص، پیشرفت و توسعه ممکن نیست و این نگرش خاص بیانگر لزوم وجود یک زیر ساخت فرهنگی-اجتماعی مناسب برای توسعه است. بنابراین عوامل فرهنگی-اجتماعی از جایگاه ویژه ای در توسعه برخوردارند و بی‌توجهی وکم‌توجهی به آن تمام برنامه‌های توسعه را باناکامی مواجه خواهد ساخت. هدف این مطالعه، بررسی موانع فرهنگی-اجتماعی موثر بر توسعه‌نیافتگی شهر بیله‌سوار از دیدگاه شهروندان بود.روش‌شناسی: این پژوهش با رویکرد کمّی، به روش پیمایشی در سال 1401 در شهر بیله‌سوار انجام شد. شاخص‌های موثر، با استفاده از مطالعات کتابخانه‌ای و بررسی نظریات شاخص تهیه شد. 400 نفر به صورت تصادفی از میان شهروندان بالای 20 سال با حداقل تحصیلات دیپلم انتخاب شدند. ابزار پژوهش، پرسش‌نامه محقق‌ساخته بود. روایی ابزار با استفاده از نظرات 30 نفر از خبرگان در دو دوره و نیز پایایی ابزار با استفاده از آزمون آلفای کرونباخ تایید شد. برای تحلیل داده‌ها از آزمون ضریب همبستگی پیرسون استفاده شد. برای اولویت‌بندی معیارها از روش‌های آنتروپی شنون، ویکور و تاپسیس و در نهایت از تکنیک ادغامی کپلند استفاده شد.یافته‌ها: بین شاخص‌های سرمایه اجتماعی، سرمایه فرهنگی، سرمایه انسانی، سرمایه اجتماعی، نگرش و طرز تلقی نوگرایانه، روحیه فزونخواهی و وابستگی به دولت با توسعه‌نیافتگی شهر بیله‌سوار ارتباط معنی‌دار وجود داشت. از میان شاخص‌های مورد بررسی بیشترین و کمترین اهمیت به ترتیب مربوط به وابستگی به دولت و طرز تفکر نوگرایانه بود.نتیجه‌گیری: از دید شهروندان بیله‌سوار، فقدان توجه به شاخص های فرهنگی-اجتماعی تاثیر قابل توجهی بر توسعه‌نیافتگی این شهر دارد. 

investigating sociocultural barriers affecting the underdevelopment of bileh savar city based on the opinion of the citizens

aims: progress and development are the results of a special attitude towards the world, and without creating this special attitude, progress and development is not possible, and this special attitude indicates the need for a socio-cultural infrastructure suitable for development. therefore, socio-cultural factors have a special position in development, and neglecting them will make all development programs fail. the purpose of this study was to investigate socio-cultural barriers affecting the underdevelopment of bileh savar city from the citizens’ viewpoint. methodology: this research was conducted with a quantitative approach, using a survey method in 2022 in the bileh savar city, iran. effective indicators were prepared by using library studies and examining the theories of indicators. 400 people were randomly selected from citizens over 20 years old with at least a diploma education. the research tool was a researcher-made questionnaire. the validity of the tool was confirmed using the opinions of 30 experts in two periods, and the reliability of the tool was confirmed using cronbach’s alpha test. pearson’s correlation coefficient test was used to analyze the data. shannon entropy, vicor and topsis methods were used to prioritize the criteria, and finally, the copeland integration technique was used. findings:  there was a significant relationship between the indicators of social capital, cultural capital, human capital, social capital, modernist attitude and way of thinking, spirit of ambition and dependence on the government with the underdevelopment of bileh savar city. among the analyzed indicators, the most and the least important were related to dependence on the government and modernist way of thinking, respectively.conclusion: in bileh savar citizens’ viewpoint, the lack of attention to socio-cultural indicators affects the underdevelopment of bileh savar city.
