دینامیزم‌های سازنده پروژه‌های بزرگ‌مقیاس شهری با رویکرد اقتصاد سیاسی فضا؛ مطالعه موردی کلانشهر مشهد

اهداف: توسعه ساخت پروژه‌های بزرگ‌مقیاس، شکل شهرها را دستخوش دگرگونی به سوی هدف‌های ویژه و بر اساس دیدگاه‌های اقتصادی و سیاسی مسلط بر سیاست‌گذاری و برنامه ریزی در شهرها نموده است. هدف پژوهش، بررسی و تحلیل فضایی ابرپروژه‌های ساختمانی مشهد و تبیین نیروها و دینامیزم‌های سازنده این پروژه‌ها در چارچوب رویکرد اقتصاد سیاسی فضا بود.روش‌شناسی: پژوهش توصیفیتحلیلی حاضر در سال 1399 در شهر مشهد انجام شد. 164 پروژه‌ بزرگ‌مقیاس شهری با استناد به دیدگاه‌های نظری و از طریق تکنیک دلفی مبتنی بر نظرات 50 نفر از نخبگان و خبرگان موضوع، دینامیزم‌های سازنده شناسایی و طبقه‌بندی شده و مدل ارایه شد. برای آزمون مدل پنج‌عاملی با استفاده از مدلسازی معادلات ساختاری، روابط بین متغیرها و تعمیم نتایج پرداخته شد. اطلاعات با استفاده از نرم‌افزارهای spss 26 و smartpls 3 و تحلیل عاملی تاییدی و آنالیز واریانس تجزیه و تحلیل شدند.یافته‌ها: براساس نتایج تحلیل عاملی تاییدی، الگو، برازش قابل قبولی با داده‌ها داشت. در سطح فراملی عامل سیاست‌گذاری مدیریتی و برنامه‌ها با بار عاملی (0/745)، در سطح ملیمنطقه‌ای عامل نهادیتشکیلاتی با بار عاملی (0/802) و در سطح محلی عامل اقتصادیسیاسی با بار عاملی (0/772) در مرتبه اول اهمیت قرار دارند. مدل از روایی و پایایی برخوردار بود.نتیجه‌گیری: نتایج تحلیل‌های پژوهش بر مبنای فلسفه ایجاد ابرپروژه‌های ساختمانی در مشهد در چارچوب پنج عامل شناسایی و تثبت‌شده، نشانگر نقش پیشران دینامیزم‌های سیاست‌گذاری در سطح فراملی، نیروهای نهادیتشکیلاتی در سطح ملیمنطقه‌ای و نیروهای اقتصادی و سیاسی در سطح محلی است.

Constructive Dynamisms of Large-Scale Urban Projects by the Space Political Economy Approach; a Case Study of Mashhad Metropolis

Aims: The development of largescale construction projects has transformed the shape of cities towards specific objectives and based on economic and political perspectives that dominate policymaking and planning in cities. The purpose of the research was to study and analyze the spatiality of Mashhad construction megaprojects and to explain the constructive forces and dynamisms of these projects in the framework of the political economy of space approach.Methodology: The present descriptiveanalytical research was conducted in 2020 in Mashhad. Constructive dynamisms of 164 largescale urban projects were identified and classified based on theoretical perspectives and through the Delphi technique based on the opinions of 50 elites and subject matter experts, and the model was presented. To test the fivefactor model using structural equation modeling, the relationships between variables and generalization of results were discussed. Data were analyzed using SPSS26 and smartpls 3 software and confirmatory factor analysis test.Findings: Based on the results of confirmatory factor analysis, the model had an acceptable fit with the data. At the transnational level, the PolicyManagement and Programs factor with a factorload (0.745), at the nationalregional level, the institutionalorganizational factor with a factorload (0.802) and at the local level, the economicpolitical factor with a factorload (0.772). They are important in the first place. The model had validity and reliability.Conclusion: The results of research analysis based on the philosophy of creating construction megaprojects in Mashhad within the framework of five identified and consolidated factors indicate the role of drivers of policy dynamisms at the transnational level, institutionalorganizational forces at the nationalregional level and economic and political forces at the local level.
