تبیین پیامدهای چرخش مفهومی حاکمیت به سوی حکمروایی ارتباطی در جغرافیای سیاسی پساساختارگرا

مقدمه: در جغرافیای سیاسی تعریف حاکمیت به مثابه بالاترین قدرت زورآوری در مقیاس سرزمینی محسوب می‌شود که از دوره وستفالیا سازنده دیدگاه‌های جغرافیای سیاسی کالسیک بوده است. این در حالی است که از دهه 1980 کارکرد حاکمیت وستفالیایی در تولید فضای جغرافیایی توسط جغرافیدانان پساساختارگرا مورد نقد قرار گرفته و موج تازهای از نظریات و رویکردها آغاز شد که قدرت را فرآیندی فراگیر و متکثر در تمام لایه‌های اجتماعی فرض می‌نماید. در این پژوهش کوشش شده علل، زمینه‌ها و پیامدهای چرخش مفهومی حاکمیت سیاسی و کارکرد آن در تولید فضای جغرافیایی مورد تحلیل قرار گیرد. در این راستا در درجه نخست مفهوم فضای جغرافیایی و ابعاد و زیرمجموعه‌های آن در ارتباط با مکتب پساساختارگرایی تعریف می‌گردد. سپس با تبیین چگونگی بازساخت مفهوم حاکمیت در مکتب پساساختارگرا و تلفیق آن با تعریف مفهوم فضا نظرگاه نوینی در رابطه با پیامدهای مفهومی حکمروایی به مثابه یک الگوی نو ظهور در مدیریت سیاسی فضای سرزمینی ارائه می‌گردد. نتیجه‌گیری: یافته‌های تحقیق بیانگر آن است که در جغرافیای سیاسی پساساختارگرا جامعه مدنی به عنوان مبداء اصلی و حاکمیت به عنوان فرع تولید فضا متصور می‌گردند و لحاظ نمودن اعتبار علی السویه برای گفتمان‌ها و نیروهای اجتماعی باب گفتگو را در مدیریت و ساماندهی فضا باز می‌نماید. در این معنا تکثر و تفاوت نیروهای اجتماعی در چارچوب فرآیند حکمروایی به رسمیت شناخته شده و با تاکید بر حق وجود تفاوت؛ دموکراسی مشارکتی ظهور می‌یابد و تفویض قدرت به واحدهای کوچکتر سرزمینی نظیر دولت‌های محلی مورد توجه قرار می‌گیرد. در نهایت اتخاذ چرخش مفهومی حاکمیت به سوی حکمروایی ارتباطی موجب اهمیت یافتن مطالعه چگونگی انتخاب راهبردهای توسعه و بهینه‌سازی فضا مبتنی بر عملکرد نیروهای اجتماعی در متون جغرافیای سیاسی پساساختارگرا شده است.

The explanation the Conceptual Turn of Sovereignty Towards Communication Governance in Poststructuralist Political Geography

Introduction: In political geography, sovereignty is the highest coercive power on a territorial scale which has been the creator of classical political, geographical views since the Westphalian period. However, since the 1980s, the function of Westphalian sovereignty in the production of geographical space has been criticized by poststructuralist geographers. A new wave of theories and approaches began that assumes power as a pervasive and pluralistic process at all societal levels. This research has been struggled to analyze the causes, contexts, and functions of the conceptual turn of political sovereignty and its function in the production of geographical space in poststructuralist political geography. In this regard, in the first step, geographical space and its dimensions and subdivisions are defined concerning the poststructuralist school. Then, by explaining how to reconstruct the concept of sovereignty in the poststructuralist school, a new perspective is presented concerning the conceptual consequences of governance in political geography. Conclusion: Findings research shows that civil society is considered the main source of space production in poststructuralist political geography. In this regard, considering the same credibility for discourses and social forces opens the door to dialogue in management and organization of space. In this context, the multiplicity and difference of social forces in the governance process are recognized and emphasize the right to exist. By emphasizing the right to different exist; Participatory democracy emerges, and the transfer of power to smaller territorial units such as local governments is considered.
