وضعیت شاخص‌های حکمروایی خوب شهری در اراک از منظر مدیران شهری و شهروندان

اهداف و زمینه‌ها: امروزه رویکرد حکمروایی خوب شهری به‌عنوان اثربخش ترین و پایدارترین شیوه اعمال مدیریت شهری معرفی می‌شود. اراک، یکی از شهرهای صنعتی و مهم کشور است که دارای مشکلات مختلفی است و توجه به الگوهای مدیریتی می‌تواند یکی از راهکارهای مناسب برای برون‌رفت از این مشکلات باشد. هدف این پژوهش بررسی حکمروایی خوب شهری در اراک از دیدگاه مدیران شهری و شهروندان بود.روش‌شناسی: این پژوهش توصیفیتحلیلی با بهره گیری از شیوه پیمایشی در قالب شاخص‌های حکمرواییخوب شهری انجام شد.جامعه آماری پژوهش را مدیران شهری اراک و شهروندان تشکیل دادند وحجم نمونه به ترتیب 100 نفر از مدیران و 384 نفر از شهروندان تعیین شد.یافته‌ها:اغلب شاخص های حکمروایی اراک از دیدگاه مدیران شهری و شهروندان مناسب نبود، لیکن شاخص های عدالت اجتماعی و قانونمندی به ترتیب با ضریب 2.44 و 1.90از دیدگاه مدیران شهری و شهروندان نسبت به سایر شاخص ها وضعیت بدتری داشتند. 6 شاخص حکمروایی، توان تبیین کمتر از50% شاخص رضایتمندی را داشتند. از نظر توزیع فضایی حکمروایی خوب، مناطق مختلف اراک، در 2 شاخص مشارکت و دسترسی به اطلاعات، تفاوت معنی دار بود. مدلسازی معادلات ساختاری شاخص های حکمروایی خوب در اراک، وضعیت نامناسب آن را تایید کرد.نتیجه‌گیری:اراک در وضعیت نامناسبی از منظر شاخص های حکمروایی خوب شهری قرار دارد.

The Status of Indicators of Good Urban Governance in Arak City, Iran, in the Viewpoints of Urban Managers and Citizens

Aims Backgrounds: Today, the good urban governance approach has been introduced as the most effective and sustainable method of management practice. Arak, as one of the most important industrial cities in the country, has many problems which need to pay attention to management patterns that can be considered as one of the appropriate solutions to overcome these problems. The purpose of this study is to investigate good urban governance as a case study in Arak city from the perspective of urban managers and citizens.Methodology: This descriptiveanalytical study was carried out using a survey method (questionnaire) in the form of urban good governance indices. Population of study include managers and citizens of arak and study sample was 100 for managers and 384 for citizens.Findings: Findings showed that most of Arak city governance indicators were not suitable from the viewpoint of urban managers and citizens, but social justice and law indicators with a coefficient of 2.44 and 1.90 respectively from urban managers and citizens rsquo; perspectivewere in the worst situation. Six governance indicators have the ability to explain less than 50% of the satisfaction index. In terms of spatial distribution of good governance, the differences between regions in the two indicators of participation and access to information were significant. Structural equation modeling also showed that good governance indices in Arak are in poor condition, which confirms the developed model.Conclusion: Arak is in an unsuitable position in terms of indicators of good urban governance.
