تاثیر توسعه صادرات با فناوری برتر بر مهاجرت نخبگان در کشورهای منتخب منطقه خاورمیانه و شمال آفریقا (منطقه منا)

مهاجرت نخبگان یکی از چالش هایی است که کشورهای زیادی از دیرباز با آن مواجه هستند و از آن به‌عنوان یکی از مسایل آسیب زا در کشورها یاد می شود، بنابراین ارزیابی علل مهاجرت نخبگان امری ضروری و اجتناب ناپذیر است. یکی از موضوعاتی که می تواند بر جریان خروج نخبگان از کشورهای درحال توسعه تاثیر داشته باشد، توسعه صادرات با فناوری برتر است، زیرا با افزایش سهم صادرات محصولات با فناوری بالا، تقاضا برای نیروی کار متخصص و تحصیلکرده افزایش می یابد و مانع خروج نخبگان علمی می شود، لذا هدف اصلی این مطالعه بررسی تاثیر، توسعه صادرات با فناوری برتر از کشورهای منتخب منطقه منا به ایالات متحده آمریکا طی دوره زمانی 2016-2000 با استفاده از روش گشتاورهای تعمیم یافته (gmm) است. نتایج مطالعه نشان می‏دهد که توسعه صادرات با فناوری برتر تاثیر منفی و معناداری بر مهاجرت نخبگان در کشورهای منتخب منطقه منا دارد. هم‏چنین شاخص های شکاف رفاهی و شکاف دستمزد حقیقی بر مهاجرت نخبگان در کشورهای مورد مطالعه تاثیر مثبت و معناداری دارند. متغیر نرخ بیکاری دانش آموختگان نیز دارای اثر مثبت، اما بی معنا بر مهاجرت نخبگان است. 

The Effect of High Technology Export Development on Brain Drain in Selected Middle Eastern and North African Countries (MENA)

Brain drain is one of the challenges facing many countries that are facing with that many countries and from it get memory to as a traumatic event in countries.Therefore, the assessment of the causes of brain drain is necessary and inevitable. One of the issues that can affect the flow of elites from developing countries is the high technology export development. Because the demand for specialized and educated labor increases with increasing exports of hightech products and prevents from the exit of the scientific elite. Therefore, the main purpose of the present study is to investigate the effect of high technology export development on brain drain from the selected countries of the MENA region to the United States during the period 20002016 using the generalizedmoments method (GMM). The results of the study showed that there is a negative and significant effect between high technology export development index and brain drain in selected countries of the MENA region. Also, there is a positive and significant relation between indicators of welfare gap and the actual wage gap and brain drain in selected countries of the MENA region. Unemployment rate of graduates has also a positive and meaningless effect on brain drain.JEL Classification: F22, F40, O31, C33.
