شناسایی و رتبه‌بندی ریسک‌های پروژه بازسازی تجهیزات نظامی با استفاده از روش تصمیم‌گیری مولتی مورا (مطالعه موردی جنگ‌افزار شنی‌دار)

مدیریت ریسک در سازمان‌های امروزی به بخشی از رویکرد راهبردی برای به ثمر رسیدن پروژه‌ها تبدیل شده است، عدم توجه به ریسک‌ها در هر پروژه می‌تواند باعث ایجاد تهدیدات در اجرای پروژه گردد به طوری که پیامدهای آن عوامل زمان، هزینه و کیفیت را به طور مستقیم تحت تاثیر قرار می‌دهند. از طرفی سازمان‌های نظامی به مثابه اصلی‌ترین ارکان دفاعی موظف هستند کشور را از خطرات و تهدیدات خارجی حفظ نمایند، فلذا باید مخاطرات بالقوه را شناسایی و تحلیل نموده، برای مدیریت مناسب برنامه‌ریزی کرده و از تصمیم‌گیری‌های پیش‌بینی نشده پرهیز نمایند. با توجه به اهمیت پروژه‌های تجهیزات نظامی و با استناد به عدم انتقال کامل تکنولوژی‌های ساخت و عدم بازسازی از سمت کشور‌های سازنده و همچنین وجود تحریم‌ها، پژوهش حاضر با هدف شناسایی و رتبه‌بندی ریسک‌های موثر بر بازسازی جنگ‌افزار شنی‌دار صورت پذیرفت. شناسایی ریسک‌های این پروژه با استفاده از بررسی مقالات و روش دلفی صورت گرفت و از روش مولتی‌مورا نیز برای رتبه‌بندی آن‌ها استفاده گردید. جهت وزن‌دهی به شاخص‌ها از روش بهترین-بدترین استفاده شد. همچنین بمنظور جمع‌آوری داده‌ها برای اجرای روش مولتی مورا یک پرسشنامه طراحی شد و از طریق روش لیکرت با نظر تعدادی از فعالین حوزه مورد بحث تکمیل گردید. نتایج، حاکی از اهمیت بیشتر مبحث کیفیت نسبت به دیگر شاخص‌ها در حوزه‌های نظامی بود. همچنین نبود تکنولوژی‌های ساخت و کمبود نفرات متخصص مهم‌ترین و کمبود ابزارآلات و عدم شناخت توانایی‌های موجود بی‌ارزش‌ترین ریسک‌ها نتیجه‌گیری شدند. این تحقیق، می‌تواند به توسعه و ایجاد فرصت برای سازمان‌های نظامی بمنظور انجام این‌گونه پروژه‌ها کمک کند.

identifying and ranking the risks of the military equipment reconstruction project using the multi-mora decision-making method (case study: armored combat vehicle)

risk management in today’s organizations has become a part of the strategic approach to achieve projects, failure to pay attention to the risks in any project can cause threats in the implementation of the project, so that the consequences of those factors directly affect the time, cost and quality. military organizations, as the main elements of defense, are obliged to protect the country from foreign threats, therefore, they should identify potential risks, plan for proper management and avoid unexpected decisions. considering the importance of military equipment projects and referring to the lack of full transfer of construction technologies, the lack of reconstruction from the manufacturing countries, and the existence of sanctions, this research aims to identify, evaluate and rank the risks affecting the reconstruction of a armored combat vehicle. the risks were identified by reviewing articles and the delphi method, and the multimora method was used to rank them. in order to weight the indicators, the best-worst method was used. also, a questionnaire was designed for implementing the multi-mora method and it used the likert method with the opinion of 5 activists in the field under discussion. the results indicated that the issue of quality is more important than other indicators. also,the absence of manufacturing technologies and lack of the technical experts are the most important, and the lack of tools and recognition of the existing capabilities are the most worthless risks. this research can help to develop and create opportunities for military organizations to carry out such projects.
