ارائۀ الگویی چهار لایه برای امکان‌سنجی و استقرار اثربخش حکمرانی خوب در آموزش عالی

هدف کلی پژوهش، ارائۀ الگوی چهارلایه‏‏ایِ امکان‏‏سنجی و استقرار حکمرانی خوب در آموزش عالی بود. روش پژوهش مطالعۀ حاضر، فراترکیب و بازنگری در موضوع بود. الگوی حاضر با ترکیب یافته‏‏های پژوهش‏های کِیفی و کمّی مرتبط، طراحی شد. درمجموع، 298 مقاله در حوزۀ حکمرانی خوب در آموزش مورد ارزیابی قرار گرفت و در پایان، 60 پژوهش انتخاب و ابعاد و کُدهای مربوط، با تحلیل محتوای پژوهش‏ها استخراج شد و میزان اهمیت و اولویت هریک با استفاده از آنتروپی شانون تعیین شد. یافته‏‏ها نشان داد که کُدهای ارائۀ گزارش‏‏های مالی مستمر، مدیریت روند تغییرات در حوزۀ آموزش و پژوهش بر اساس تغییرات محیط، انعطاف‏‏پذیری در اجرای قوانین، قانونی‏‏بودن قدرت، تسلط بر مطالب درسی، تجربۀ تدریس، دارا بودن نیروی انسانی متخصص، از ‏میان ‏برداشتن موانع دسترسی به آموزش، تلاش در جهت ایجاد زمینۀ مناسب برای بالابردن آگاهی‏‏های عمومی و هماهنگی بین ذی‏‏نفعان در بین ابعاد سه‏‏گانۀ حکمرانی خوب، دارای بیشترین ضریب اهمیت هستند. الگوی ارائه‏‏شده در پژوهش حاضر با روش چهار مرحله‏‏ای، گذار از وضعیت موجود به مطلوب در جهت استقرار حکمرانی خوب را به‏‏صورت اثربخش میسّر می‏‏کند.

Provide a four-tier model for feasibility and effective deployment of good governance in higher education

The overall goal of the study was to provide a fourtier model of feasibility and effective deployment of good governance in higher education. The research method of the present study is metasynthesis and revision of the subject. The findings of relevent qualitative and quantitative research were combined and the present model was designed. A total of 298 articles in the field of good governance in education were evaluated, and at the end, 60 studies were selected and by analyzing their content, the relevant dimensions and codes were extracted and the importance and priority of each was determined using Shannon entropy. The findings showed that the codes for continuous financial reporting, managing the process of change in education and research based on environmental changes, flexibility in law enforcement, the legitimacy of authority, mastery of curriculum, teaching experience, having skilled staff, removing barriers Access to education, efforts to create the right environment for raising public awareness, and coordination among stakeholders among the three dimensions of good governance are most important. The fourstep model presented in the present study enables the transition from the current situation to the optimal one for establishing good governance effectively.
