عوامل موثر بر ارتکاب سرقت به‌عنف توسط اتباع غیر مجاز و ارائه راهکارهای پیشگیرانه در فرماندهی انتظامی استان کرمان

زمینه و هدف: پیروزی طالبان در افغانستان موجب فرار تعداد زیادی از مردم این کشور به کشورهای همسایه گردید همین امر موجب حضور گسترده اتباع غیر مجاز در استان‌های کشور به‌ویژه فرماندهی انتظامی استان کرمان شده است، ارتکاب جرائم بخصوص سرقت به‌عنف توسط آنان متاثر از عوامل گوناگونی است، برهمین اساس پژوهش حاضر عوامل موثر بر وقوع سرقت به‌عنف توسط اتباع غیرمجاز را در استان کرمان و راهکارهای پیشگیرانه آن را مورد کاوش قرار داده است.روش: پژوهش حاضر از نظر هدف، کاربردی و از نظر ماهیت داده‌ها، کیفی و از نوع اکتشافی است، مشارکت کنندگان پژوهش، متخصصان و کارشناسان حوزه پلیس پیشگیری فرماندهی انتظامی استان کرمان و پلیس پیشگیری فراجا به تعداد 15 نفر می‌باشد، مشارکت کنندگان بصورت هدفمند انتخاب و مصاحبه تا اشباع نظری داده‌ها ادامه پیدا کرده، داده‌ها با ابزار مصاحبه نیمه ساختار یافته جمع‌آوری شد و برای تحلیل داده‌ها از تحلیل مضمون استفاده گردید.یافته‌ها و نتایج: یافته‌های تحقیق نشان می‌دهد؛ ‌کدهای حاصل از مصاحبه‌های انجام شده با خبرگان بیانگر این است که عوامل موثر بر سرقت به‌عنف در پنج مضمون پایه شامل عوامل اقتصادی با 8 مضمون سازمان دهنده، عوامل فرهنگی و اجتماعی با 12 مضمون سازمان دهنده، عوامل روانی با 9 مضمون سازمان دهنده، عوامل زمینه‌ساز با 8 مضمون سازمان دهنده و عوامل هویتی با 7 مضمون سازمان دهنده شناسایی و سازماندهی شدند که بر وقوع سرقت به‌عنف توسط اتباع غیرمجاز در استان کرمان موثر می‌باشند، بر این اساس برای به حداقل رساندن تاثیر این عوامل بر وقوع این نوع سرقت می‌بایست از طریق پلیس و دیگر سازمان‌های متولی راهکارهای احصاء شده مبتنی بر پیشگیری انتظامی، وضعی، اجتماعی و کیفری را عملیاتی و در دستور کار قرار دهند تا از این طریق سرقت به‌عنف را کنترل و وقوع آن را به حداقل برسانند.

factors influencing armed robbery by illegal immigrants and preventive strategies for the kerman province police command

background and objective: the taliban’s victory in afghanistan led to the mass exodus of many afghans to neighboring countries, resulting in a significant presence of illegal immigrants in various provinces of iran, particularly in the kerman province police command. the commission of crimes, especially armed robbery, by these individuals is influenced by various factors. accordingly, this study explores the factors contributing to armed robbery by illegal immigrants in kerman province and proposes preventive strategies. method: this research is applied in purpose and qualitative-exploratory in nature. the participants consisted of 15 experts and specialists from the kerman province police command and the prevention police of the law enforcement force of the islamic republic of iran (faraja). participants were selected through purposive sampling, and interviews continued until theoretical saturation was achieved. data were collected using semi-structured interviews and analyzed through thematic analysis. findings and results: the findings indicate that the codes derived from expert interviews reveal that the factors influencing armed robbery are organized into five main themes: economic factors (with 8 organizing sub-themes), cultural and social factors (with 12 organizing sub-themes), psychological factors (with 9 organizing sub-themes), underlying factors (with 8 organizing sub-themes), and identity-related factors (with 7 organizing sub-themes). these factors significantly contribute to armed robberies committed by illegal immigrants in kerman province. to minimize their impact, law enforcement and other relevant agencies should implement preventive measures based on policing, situational, social, and criminal prevention strategies to control and reduce the occurrence of armed robbery
