الزام های بهره گیری از منابع و مخبرین در جرم یابی جرایم علیه امنیت و آسایش عمومی

هدف زمینه اصلی این ،تحقیق چگونگی بهره گیری از منابع و مخبرین در جرمیابی جرایم علیه امنیت و آسایش عمومی بوده و هدف از این تحقیق طراحی و تبیین الگوی بهره گیری از منابع و مخبرین در جرم یابی جرایم مذکور میباشد الگویی که ابعاد و الزامهای مورد نیاز را برای ارتقای بهره گیری از منابع و مخبرین و همکاری موثر آنها با فراجا و جرمیابی مطلوب به ویژه در جرایم علیه امنیت و آسایش عمومی که باعث ارتقای احساس امنیت و آرامش در مردم میشود در برمی گیرد. روش شناسی این تحقیق از نظر هدف کاربردی - توسعه ای» می باشد از منظر روش شناسی، بر اساس روش کیفی و از نوع اکتشافی برای دستیابی به الگو انجام شد مشارکت کنندگان شامل خبرگان و صاحب نظران حوزه جرم یابی جرایم علیه امنیت و آسایش عمومی بر اساس اصل اشباع نظری و به تعداد 17 مورد انجام شد. جامعه آماری تحقیق حاضر براساس ارتباط آنها با کشف و اثبات جرم در حوزه امنیتی و جمع آوری دلایل با بهره گیری از منابع و مخبرین و عوامل انسانی از پلیسهای تخصصی و سازمانها و افراد دخیل با روش نمونه گیری ترکیبی هدفمند و گلوله برفی صورت گرفت تجزیه و تحلیل اطلاعات بر اساس کدگذاری محتوای مصاحبههای نیمه ساختاریافته با خبرگان و محتوای اسناد و مدارک از قبیل ،قوانین آیین نامه ها و بخش نامه ها و پروندههای مرتبط صورت گرفت یافته ها و نتایج یافتههای تحقیق بیانگر این است که الگوی بهره گیری از منابع و مخبرین در جرم یابی جرایم علیه امنیت و آسایش عمومی دارای 5 بعد اصلی تحت عناوین هدف گذاری استخدام و جذب هدایت اثبات و تصمیم گیری با 25 مولفه و 73 شاخص می باشد. همچنین ابعاد تاثیر گذار بر الگوی مذکور تحت عناوین ارکان جهت ساز ذینفعان و الزام های پیاده سازی نیز شناسایی گردید. نتایج به دست آمده نشان دهنده ابعاد مولفه ها و شاخص های الگو سطح بالایی از برازش و انطباق با واقعیت را دارد.

objective: the main focus of this research is on how to utilize sources and informants in detecting crimes against public security and order. the aim of this study is to design and explain a model for utilizing sources and informants in detecting such crimes. this model encompasses the necessary dimensions and requirements to enhance the utilization of sources and informants and their effective cooperation with law enforcement, particularly in crimes against public security and order, which in turn enhances the public’s sense of security and tranquility.methodology: this research is “applied-developmental” in terms of its objective. from a methodological perspective, it is qualitative and exploratory in nature, aimed at developing the model. participants included experts and specialists in the field of crime detection against public security and order, selected based on the principle of theoretical saturation, totaling 17 individuals. the statistical population of this study was selected based on their involvement in crime detection and evidence collection in the security domain, utilizing sources, informants, and human factors from specialized police forces and related organizations and individuals, using a combined purposive and snowball sampling method. data analysis was conducted through coding the content of semi-structured interviews with experts and the content of documents such as laws, regulations, directives, and related case files.findings and results: the findings indicate that the model for utilizing sources and informants in detecting crimes against public security and order comprises five main dimensions: targeting, recruitment and attraction, guidance, proof, and decision-making, with 25 components and 73 indicators. additionally, the influencing dimensions on the model, titled guiding principles, stakeholders, and implementation requirements, were identified. the results demonstrate that the dimensions, components, and indicators of the model have a high level of fit and alignment with reality.
