واکاوی چالش های فراروی پلیس در بررسی صحنه جرم

زمینه و هدف: چالش‌هایی که در مراحل مختلف بررسی صحنه جرم فراروی کنشگران صحنه جرم وجود دارد، از مهم‎ترین دلایل عدم دستیابی به نتایج مطلوب است؛ مدیران و کارشناسان حوزه بررسی صحنه جرم در پلیس آگاهی نیازمند آگاهی از چالش‌های موجود و نقش هر کدام از آنها در فرآیند بررسی صحنه جرم هستند؛ بنابراین هدف از انجام این پژوهش، واکاوی چالش‌های فراروی پلیس در بررسی صحنه جرم و ارائه راهکارهای متناسب است.روش شناسی: از منظر هدف کاربردی است و با رویکرد کیفی(دلفی) تدوین شده است. ابزار گردآوری اطلاعات، مطالعه اسنادی و مصاحبه‌های عمیق با جامعه آماری است.  جامعه آماری کارکنان پلیس‌آگاهی تهران بزرگ بوده که اعضای پانل دلفی تعداد 44 نفر از کارشناسان بررسی صحنه جرم که در این زمینه دارای دانش و تجربه کافی بودند  به صورت گلوله برفی و تا حد اشباع نظری انتخاب شدند و در سه مرحله با آنها مصاحبه شده است. توافق  بالا در پاسخ دهندگان به سوالات نشان از پایایی تحقیق دارد. یافته‎ها: چالش‌های بررسی صحنه جرم شامل دو دسته‌اند: 1. «بعد فنی» و 2. «بعد مدیریتی». فقدان نرم افزارهای تخصصی و حرفه‌ای، تجمع و ازدحام افراد غیرمسئول، آلودگی و امحاء دلایل و مدارک، فقدان هماهنگی قوی بین کنشگران مختللف، عدم وجود مرکز مدیریتی منسجم و متمرکز، کمبود تجهیزات تخصصی در آزمایشگاه‌های جنایی، ضعف در آموزش‌های همگانی به مردم، ضعف در محافظت از صحنه جرم و مدارک و شواهد توسط افسران اول از مهمترن چالش‌های بررسی صجنه جرم هستند.نتایج: ارزیابی دقیق اولیه، آموزش کافی افسران بررسی کننده، استفاده از ابزار و تجهیزات پیشرفته، جمع آوری کامل دلایل و مدارک و حفاظت همه جانبه از صحنه جرم نقش مهمی در کاهش و رفع چالش‌های بررسی صحنه جرم دارند

analysis of challenges facing police in crime scene investigation

background and objective: the challenges present at various stages of crime scene investigation are among the most significant reasons for not achieving desirable results. managers and experts in the field of crime scene investigation within the criminal investigation department need to be aware of the existing challenges and the role each plays in the crime scene investigation process. therefore, the aim of this research is to analyze the challenges facing the police in crime scene investigation and to provide appropriate solutions.methodology: this research is applied in terms of its objective and is developed with a qualitative (delphi) approach. the data collection tools include document studies and in-depth interviews with the statistical population. the statistical population consists of the staff of the tehran criminal investigation department, with the delphi panel comprising 44 crime scene investigation experts who have sufficient knowledge and experience in this field. they were selected using the snowball sampling method until theoretical saturation was achieved, and interviews were conducted with them in three stages. high agreement among respondents to the questions indicates the reliability of the research.findings: the challenges of crime scene investigation are categorized into two dimensions: 1. “technical dimension” and 2. “managerial dimension.” the most important challenges include the lack of specialized and professional software, the crowding and congestion of unauthorized individuals, contamination and destruction of evidence, lack of strong coordination among different actors, absence of a cohesive and centralized management center, shortage of specialized equipment in forensic laboratories, weakness in public education, and weakness in the protection of the crime scene and evidence by first responders.results: accurate initial assessment, sufficient training of investigating officers, use of advanced tools and equipment, comprehensive collection of evidence, and thorough protection of the crime scene play a significant role in reducing and addressing the challenges of crime scene investigation.
