شناسایی چالش های پلیس امنیت اقتصادی در مبارزه با جرایم زمین خواری و کوه خواری(مورد مطالعه فرماندهی انتظامی شرق استان تهران1398 - 1401)

زمینه و هدف: در سال های اخیر گستردگی ابعاد زمین خواری به حدی شدت یافته که امروزه در کنار واژۀ زمین خواری، واژۀ کوه خواری که نشان از دخل و تصرف در کوهستان می باشد افزایش یافته است. لذا پژوهش حاضر با هدف شناسایی چالش ها و راهکارهای پلیس امنیت اقتصادی در مبارزه با جرایم زمین خواری و کوه خواری انجام شده است.  روش: این پژوهش بر اساس نحوه جمع‌آوری داده و اطلاعات از پدیدهها مورد بررسی، کیفی و از نظر هدف کاربردی، از نظر روش و ماهیت توصیفی- تحلیلی است. جامعۀ مورد مطالعۀ پژوهش شامل خبرگان انتظامی و قضایی و شورای حفظ بیت المال شرق تهران میباشد. روش نمونه گیری نیز هدفمند و در نهایت برای تجزیه و تحلیل داده های به دست آمده از روش تحلیل مضمون استفاده شده است.یافته ها: در تجزیه و تحلیل داده های این پژوهش 4 بُعد شامل تدوین، اجرا، ارزیابی، توسعه و اصلاح، 13 مولفه شامل تبیین چالش ها، ارزیابی محیط، تعین موضوعات و مسائل اصلی، تعیین اهداف و اولویت ها، تعیین ساختار و سامانه، انتصاب، تخصیص منابع، ارزیابی کارایی، ارزیابی اثربخشی، تسریع فرآیند، تبدیل و اصلاح، ادامه فرآیند و حذف فرآیند و 72 شاخص شناسایی شدند.نتایج: نتایج این پژوهش بیانگر آن است که؛ تغییر کاربری های غیرقانونی و ضعف قانونی در مدیریت و پیشگیری از آن، عدم تعریف جرم زمین خواری و کوه خواری در قانون و نبود رکن قانونی و عدم وجود دادسرای تخصصی ویژه و عدم اشراف دستگاه قضایی به شرح وظایف پلیس امنیت اقتصادی از چالش های پلیس امنیت اقتصادی در مبارزه با جرایم زمین خواری و کوه خواری فرماندهی انتظامی شرق استان تهران است.

identification of challenges faced by economic security police in combating land and mountain encroachment case study: east tehran law enforcement command, (2019-2022)

background and purpose: in recent years, the prevalence of land encroachment has reached such intensity that alongside the term “land encroachment,” the term “mountain encroachment,” which signifies encroachment and occupation in mountainous areas, has also increased. therefore, this research aims to identify the challenges and strategies of the economic security police in combating land and mountain-related crimes.methodology: this study employs a qualitative descriptive-analytical approach based on data collection from relevant phenomena. the research population includes experts from law enforcement, the judiciary, and the council for the preservation of public property in east tehran. purposeful sampling is used, and data analysis relies on thematic content analysis.findings: through data analysis, four dimensions and thirteen components were identified :formulation, implementation, evaluation, development, and correction. explanation of challenges. environmental assessment. identification of main topics and issues additionally, 72 indicators were recognized.results: the results of this study indicate the following challenges faced by the economic security police in combating land and mountain-related crimes within the east tehran law enforcement command: illegal land use changes and legal weaknesses in management and prevention. lack of a legal definition for land and mountain encroachment. absence of a specialized court and insufficient judicial oversight regarding the duties of the economic security police
