آسیب شناسی روابط کاری کوپ و پلیس آگاهی (مورد مطالعه فرماندهی انتظامی ویژه غرب استان تهران)

زمینه و هدف: وجود برخی چالش ها در روابط کاری مابین کوپ ها و پلیس آگاهی علاوه بر اینکه منجر به اطاله دادرسی و پیچیده‌ترشدن فرایند رسیدگی به‌‎جریان یک پرونده می گردد، موجبات هدر رفت وقت شهروندان و بعضا تضییع حقوق آنان نیز ایجاد می گردد. این چالش ها و مشکلات به عنوان آسیب سازمانی، بهره وری را نیزکاهش می دهد. هدف از انجام این پژوهش آسیب شناسی روابط کاری کوپ و پلیس آگاهی فرماندهی انتظامی ویژه غرب استان تهران است.روش تحقیق: این تحقیق از نظر ماهیت و هدف، کاربردی است. همچنین چارچوب روش شناختی در پژوهش حاضر، یک نوع مطالعه کیفی است. بدین صورت که از روش مصاحبه باز با تعدادی از افراد خبره و با تجربه کوپ ها و پلیس آگاهی غرب استان تهران که حداقل 5 سال سابقه در حوزه کاری خود دارند استفاده می گردد. در پژوهش حاضر جهت تحلیل اطلاعات حاصل از مصاحبه ها از تکنیک های تحلیل مضمون و تحلیل تم استفاده گردید.یافته ها: از مصاحبه با کارشناسان کوپ تعداد 11 کدباز در قالب 3 مقوله اصلی و محوری عوامل ساختاری، عوامل رفتاری و عوامل زمینه ای استخراج گردید. و از مصاحبه با کارشناسان پلیس آگاهی تعداد 16کد باز در قالب 3 مقوله اصلی و محوری عوامل ساختاری، عوامل رفتاری و عوامل زمینه ای استخراج گردید.نتیجه گیری: نتایج حاصل از پژوهش نشان داد که از نگاه قریب به اتفاق کارشناسان، کدهای ضعف در رعایت سطح بندی جرائم، اختلاف آماری بین سامانه جامع آگاهی و رخداد و عودت برخی پرونده ها به دلایل غیرمنطقی مهمترین چالش های روابط کاری با پلیس آگاهی است.

forensic analysis of work relationships between police stations and detectives (a case study of the special law enforcement command in western tehran province)

background and objective: the existence of certain challenges in the work relationships between police stations and detectives not only leads to the complexity and prolongation of the legal process in handling a case but also results in the waste of citizens’ time and sometimes the violation of their rights. these challenges and problems, as organizational damages, also reduce efficiency. the aim of this research is to identify the damages associated with the work relationships between police stations and detectives in the special law enforcement command in western tehran province.research method: this research is practical in nature and uses a cognitive framework in the form of a qualitative study. open-ended interviews with experienced and knowledgeable individuals from the police stations and detectives in western tehran province, with a minimum of 5 years of experience in their field, are used. content analysis and thematic analysis techniques are employed to analyze the interview data.findings: interviews with police station experts yielded 11 open codes within 3 main thematic categories of structural factors, behavioral factors, and contextual factors. interviews with detective experts yielded 16 open codes within 3 main thematic categories of structural factors, behavioral factors, and contextual factors.conclusion: the results of the research indicate that, according to the experts’ perspectives, the weakness codes in crime classification, statistical discrepancies between the comprehensive awareness system and incidents, and the unwarranted return of some cases are the most significant challenges in the work relationships with detectives.
