تحلیل جرم شناختی بحران آفرینی باندهای قاچاق کالا

شیوع قاچاق در کشور نشان می دهد عموماً نوعی تخصصی شدن در باندها و گروه های حمل، توزیع، نگهداری و فروش کالای قاچاق وجود دارد. قاچاق کالا توسط باندها و گروه های مختلف، مقوله‌ای چند وجهی است و باید در عرصه‌های مختلف با آن مبارزه شود. بنابراین این پژوهش با هدف تحلیل جرم شناختی بحران آفرینی باندهای قاچاق کالا وارائه  راهکارهای پلیس در مقابله با آن ها انجام شده است. روش اجرای این پژوهش همانند بسیاری از پژوهش های علوم انسانی توصیفی- تحلیلی و گردآوری اطلاعات کتابخانه ای است. یافته های این پژوهش بیان کننده آن است که قاچاق کالا در کشور به صورت زنجیره در حال انجام است. بنابراین برای قطع این زنجیره پلیس نیازمند راه حل هایی برای شناسایی رانت خواران و افراد نفوذی در بین سازمان ها و وزارت خانه ها و دیگر نهادها است. نتایج این پژوهش بیانگر این است که اقدامات پلیس در زمینه مقابله با اقدامات باندهای قاچاق کالا در وضعیت موجود، نسبت به سایر سازمان های متولی مبارزه با قاچاق کالا مطلوب می باشد لکن برای پیشگیری از علل و عوامل قاچاق کالا توسط باندهای سازمان یافته با توجه به تشکیل پلیس امنیت اقتصادی می بایست پلیس نسبت به برنامه ریزی برای برنامه های کوتاه مدت، میان مدت و بلند مدت با تشدید اقدامات مقابله‌ای و انجام اقدامات متعدد و تمرکز بر روی علل مولد قاچاق اعم از علل فرآیندی، ساختاری، تقنینی و مقرراتی از تبدیل شدن اقدامات باندهای قاچاق کالا به بحران در کشور پیشگیری نماید.

criminalistic analysis of crisis making by goods smuggling gangs(emphasizing the role of police)

the outbreak of smuggling in our country shows that there is kind of specialization in the gangs and groups carrying, distributing and selling contraband. goods smuggling by different gangs and groups is a multi-faceted issue and should be countered in different fields. therefore; this research has been conducted with the aim of criminalistics analysis of crisis making by goods smuggling gangs and presenting policing solutions to counter them. the method of conducting this research, like many other humanities researches, is of descriptive-analytical type and the data collection is library-based, as well. the findings of this research show that goods smuggling in our country is being carried out in a chain manner. therefore; to break this chain, police need solutions to identify rentiers and influential people among organizations, ministries and other institutions.the results of this research indicate that police measures to counter the activities of goods smuggling bands are in good conditions compared with those of other organizations involved in countering goods smuggling, but to prevent incentives and factors of goods smuggling by organized gangs and in regard to the establishment of economic security police, police forces should have short-term, medium-term and long-term plans and intensify countering measures and take various measures and concentrate on the incentives of smuggling, as well, ranging from process, structural, legal and regulatory reasons in order to prevent the activities of goods smuggling gangs from turning to a crisis in our country.
