از علت شناسی قربانیان جرائم جنسی تا کارآمدی پلیس تخصصی

زمینه و هدف: با توجه به طبیعت خاص جرائم جنسی و شرایط قربانیان این جرائم اهمیت یک نهاد تخصصی در پلیس به منظور حمایت از این قربانیان و پیشگیری و مقابله با جرائم جنسی بطور خاص احساس می شود. لذا هدف از پژوهش حاضر پرداختن به این مهم است که یک پلیس تخصصی پیرامون قربانیان جرائم جنسی چه کارآیی دارد.روش: با توجّه به ماهیّت موضوع، پژوهش حاضر از نظر هدف کاربردی و به لحاظ گردآوری اطلاعات به روش اسنادی و از طریق مطالعه قوانین و منابع معتبر انجام شده و اطلاعات به دست آمده به صورت توصیفی- تحلیلی مورد تجزیه وتحلیل قرار گرفته است.یافته ها و نتایج: در خصوص علل ارتکاب جرائم جنسی می توان به مواردی چون اوصاف ژنتیکی، مشکلات روانی در میان مجرمان، مصرف الکل، مواد مخدر یا داروهای روان گردان، زندگی در خانواده های آسیب پذیر و محله های ناامن و جرم خیز اشاره نمود. در زمینه چالش های پیش روی قربانیان جرائم جنسی می توان مواردی چون سکوت قربانیان، بیماری های جنسی و روانی پس از ارتکاب جرم را بیان کرد. لذا در ساختار این شکل از پلیس لازم است تا از کارگروه های مختلف متشکل از افرادی با تخصص های خاص مانند: متخصص روانشناس، پزشک متخصص، متخصص امور سایبری، نماینده بهزیستی و نیروهای متخصص آموزش دیده پلیس در مواجه با جرم استفاده شود. پلیس تخصصی قربانیان جرائم جنسی می تواند برخی اقدامات پیشگیرانه اجتماعی از جمله الف: اقدامات آموزش محور (از طریق مدارس، همایش های علمی در مراکز دانشگاهی و ساخت برنامه در صداو سیما) و همچنین ب: تقویت نقش سازمانهای مردم نهاد به منظور مشارکت مردم در این زمینه ایفاء نماید.

field and aim: given the specific nature of sexual crimes and the circumstances of the victims of these crimes, the importance of a specialized body in the police in order to support these victims and prevent and combat sexual crimes is particularly felt. therefore, the purpose of the present study is to address the importance of how a specialized police force is responsible for victims of sexual crimes.method: due to the nature of the subject, the present study is applied in terms of purpose and in terms of data collection by documentary method and by studying valid laws and sources and the obtained information is analyzed descriptively-analytically.findings and conclusion: regarding the causes of sexual crimes, we can mention such things as genetic characteristics, psychological problems among criminals, alcohol use, drugs or psychotropic drugs, living in vulnerable families and insecure and criminal neighborhoods. in the context of the challenges facing victims of sexual crimes, we can mention such things as the silence of victims, sexual and mental illnesses after committing a crime. therefore, in the structure of this form of police, it is necessary to use different working groups consisting of people with special specialties such as psychologist, specialist doctor, cyber specialist, welfare representative and trained police forces in the face of crime. specialized police for victims of sexual crimes can take some preventive social measures, including a) education-oriented measures (through schools, scientific conferences in university centers and making programs on radio and television) and also b) strengthening the role of non-governmental organizations in order to involve people in this field. to play.
