شناسایی، بازیابی و ثبت صحنه های جنایات تروریستی

بررسی صحنه جرم به دلیل اصالت طبع و عدم مداخله عوامل مختلف از نظر قضایی و فنی از اهمیت خاصی برخوردار بوده و نقش تعیین کننده ای بر ادامه تحقیقات مقدماتی و حتی صدور رای در دادگاه دارد. و جهت نظم دهی به صحنه جرم  صرف نظر از مواد مربوطه در قانون آیین دادرسی کیفری ، آیین نامه اجرایی حدود اختیارات، شرح وظایف و چگونگی بررسی صحنه جرم در سال 1396 توسط رییس قوه قضاییه ابلاغ گردید. با توجه به اطلاق واژه علم به صحنه جرم، می طلبد اولاً تیم بررسی صحنه جنایت، کامل در صحنه حضور داشته باشند ثانیاً به صحنه های جنایات که به شیوه های نو یا پیچیده رخ می دهد نیز آگاهی داشته تا ارزیابی سریع از صحنه صورت پذیرد. امروزه مجرمان با اقدامات تروریستی سعی در ناامنی و کشتار افراد دارند که بررسی صحنه چنین جنایت هایی به دلیل وجود مواد خطرناک و شرایط دشوار نیاز به یک رویکرد آموزش دیده و حرفه ای بازپرس، ضابطین و پزشکی قانونی می باشد. لذا تیم صحنه جرایم تروریستی  بایستی با نحوه بررسی، ثبت و بازیابی صحنه های جنایات تروریستی آشنا باشد زیرا باعث تسریع در شناخت مجرم و شناسایی قربانیان و تمامی ابعاد  موضوع و روش های ارتکابی مشخص می شود. این تحقیق از نوع توسعه ای بوده و در پژوهش حاضر به منظور شناخت صحنه های جرایم تروریستی از روش تحقیق توصیفی، تحلیلی و نظری استفاده شد و هدف از آن به روز رسانی علمی  تیم صحنه بررسی جنایات تروریستی جهت ثبت و بازیابی آن می باشد.

Identification, Recovery and Recording of Terrorist Crime Scenes

Investigating a crime scene is of special importance from a judicial and technical point of view due to the originality of nature and lack of interference of various factors and plays a decisive role in continuing the preliminary investigation and even issuing a verdict in court. To systematize crime scenes, regardless of articles related to criminal proceedings law, executive bylaws on the limits of authority, description of duties and methods of investigating crime scenes in 1396 were announced by the head of the judiciary. Considering the application of the word science to the crime scene, it requires firstly that crime scenes investigation team be present at the scene, and secondly they should be aware of crime scenes that occur in new or complex ways in order to assess the scenes quickly. Today, criminals are trying to destabilize and kill people through terrorist acts. Investigating the scene of such murders due to the presence of dangerous substances and difficult conditions requires a trained and professional approach of investigators, officers and medical examiners. Therefore, the terrorist crime scene team should be familiar with how to investigate, to record and to recover terrorist crime scenes, because it accelerates the identification of perpetrators and the identification of the victims and all the dimensions of the issue and the methods of perpetration. The research is of developmental type and in the present study, in order to identify the scenes of terrorist crimes, descriptive, analytical and theoretical research methods are used and the purpose of the scientific update is to investigate and recover the terrorist crimes scene team.
