بررسی نقش پلیس اطلاعات محور در شناسایی مجرمین متواری (از طریق سیستم اطلاعات پایه)

استفاده از فناوری نه تنها در پیشگیری از وقوع جرم کاربرد وسیعی پیدا کرده، بلکه در سرکوبی و مجازات مجرمان نیز جای پای خود را باز کرده است، در حال حاضر در بسیاری از کشورهای پیشرفته جهان، کنترل هویت اشخاص در مرزهای ورودی و خروجی، تعقیب و مراقبت از مجرمان جهت کشف فعالیت های تبهکارانه، تسهیل ترافیک شهری، سیستم های هوشمند اعلام سرقت به مقرهای پلیس و بسیاری از فعالیت های پلیس با استفاده از ابزارهای الکترونیکی صورت می گیرد، از این رو هدف از این پژوهش بررسی نقش پلیس اطلاعات محور در شناسایی مجرمین متواری از طریق سیستم اطلاعات پایه( نرم افزار و شبکه )می باشد.پژوهش حاضر از نظر نوع و هدف کاربردی و با ماهیت توصیفی، پیمایشی است. جامعۀ آماری این تحقیق، کارشناسان، کارآگاهان و متخصصین پلیس های تخصصی اجرائی ناجا، (آگاهی، اطلاعات، فتا، پیشگیری) در سال 1397می باشند. با استفاده از فرمول کوکران حجم نمونه 82 نفر تعیین گردید، ابزار گردآوری داده ها پرسش نامه محقق ساخته بر مبنای طیف لیکرت است که روایی و پایایی آن با (a=0/908)تاییدگردید. برای تجزیه و تحلیل داده ها از آزمون (binominal test) یا آزمون نسبت ( برای تشخیص تاثیر یا عدم تاثیر یک متغیر در متغیر دیگر)با نرم افزار spss20 استفاده شد. یافته های این تحقیق نشان داد، استفاده از سیستم های اطلاعات پایه ( مدیریت دانش، سیستم های نرم افزاری، سیستم های مخابراتی و بانک های اطلاعاتی ) در شناسایی مجرمین متواری موثر می باشند.با توجه نتایج تحقیق و نقش سیستم های اطلاعات پایه در شناسایی مجرمین واحصاء عوامل تاثیرگذار در این زمینه، رفع موانع حقوقی در کنار راهکارهای امنیتی جهت دسترسی پلیس به کلیۀ بانک های اطلاعاتی درآینده امری اجتناب ناپذیر است.

Investigating the Role of Information-Centric Police in Identifying Runaway Criminals (Through Information-Based System)

Using Technology not only has found vast application in crime prevention, but it has also established its foothold in the suppression and punishment of criminals. At present, in many developed countries of the world such activities as individuals’ identity control in border input and output, pursuing and monitoring criminals to detect criminal acts, facilitating city traffic, smart theft alarm systems notifying police centers, and many other police activities are all conducted using electronic equipment. Therefore; this research is intended to investigate the role of informationcentric police in detecting runaway criminals via informationbased systems (software and network). The present research is of applied from type and objective viewpoint and with descriptive nature is of survey type. The target audience of this research includes experts, detectives and NAJA executive police specialists (CID, Cyber Police, Intelligence Police and Prevention Police) in 1397. Using Koucran Formula, the sample volume was determined 82, and the data collection tool is questionnaire type based on Likrat Spectrum whose fluency and sustainability were proved with (a=0.908). To analyze data, we used Binominal Test or Relevance Test (In order to detect the effects or lack of effects of each variable in another variable) with Spss20 Software. The findings of this research show that using informationbased systems (knowledge management, software systems, telecommunication systems and information banks) in detecting runaway criminals is effective. In regards to the results of this research and the role of informationbased systems in detecting criminals and extracting the effective factors in this regard, removing legal obstacles along with security courses of actions for police access to all future information banks is an inevitable issue.
