نقش پلیس در پیشگیری و مبارزه با خرده فرهنگ خشونت

یکی از مسائلی که نقش تعیین‌کننده‌ای در وقوع بزه‌کاری دارد،خرده‌فرهنگ‌های بزه‌کاری از قبیل خرده‌فرهنگ خشونت است. چرایی پیدایش این خرده‌فرهنگ‌ها از نظرگاه تیزبین جرم‌شناسان مغفول نمانده است؛ اما آن‌چه حائز اهمیت است، وظیفه‌ی قانونی نهادهای قضایی و پلیسی برای پیش‌گیری از پیدایش این خرده‌فرهنگ‌ها و نیز مبارزه با بهره‌گیری از روش‌ها و برنامه‌های جامع و کارشناسی‌شده ا‌ست. بیان راه‌کارهای پیش‌گیری و نیز مبارزه با این خرده‌فرهنگ‌ها موضوع بحث حاضر است. روش این پژوهش کتابخانه‌ای و تحلیلی توصیفی است. یافته‌های این پژوهش عبارتند از نقش پلیس در پیشگیری از پیدایش خردهفرهنگ خشونت با روش‌های متنوع پیشگیری به وسیله سازمان‌های مقرر در قوانین برای ادغام این خرده‌فرهنگ‌ها در فرهنگ اصلی جامعه و نیز کمک گرفتن از سازمان های مربوطه اعم از دولتی و غیردولتی برای جلوگیری از پیدایش و فعالیت چنین خرده‌فرهنگ‌هایی‌ست. نیز، پلیس طبق قوانین مربوطه موظف به اعمال اقدامات قانونی علیه این خرده‌فرهنگ‌های مخرب، مبارزه با انواع مختلف آن، کنترل ادامه فعالیت و پیشگیری از تشکیل مجدد آن‌هاست. نتیجه این پژوهش این است که طراحی و برنامه ریزی برای پیشگیری و مبارزه با خرده‌فرهنگ خشونت، بدون توجه به مبانی و علل پیدایش چنین خرده‌فرهنگ‌هایی نتیجه ای جز شکست در پی نخواهد داشت. طرز تلقی‌های ساده‌انگارانه، بدون کارشناسی دقیق و بدون توجه به فرهنگ غالب جامعه ممکن است نه تنها کارساز نباشد که نتایج غیرقابل قبولی نیز در پی داشته باشد. روشهای پیشگیری از پیدایش خرده فرهنگ خشونت و مبارزه با تداوم آن نیز از این قاعده مستثنی نخواهد بود.

Role of Police in Preventing and Combating Violence Subculture

The subcultures of crime, such as the subculture of violence, is one of the issues that has a decisive role in the occurrence of crime.  The reason for the emergence of these subcultures has not been forgotten by the detailed view of criminologists. But what matters is the legal duty of the judicial and police institutions to prevent and combat the emergence of subcultures through the use of comprehensive and expert methods and programs. Expressing preventive solutions and combating these subcultures is the subject of this article. The method of this research is descriptiveanalytical and the use of library resources.The findings of this study include the role of the police in preventing subcultures of violence through a variety of methods of prevention provided by law agencies to integrate these subcultures into the main culture of society, and also by assisting relevant organizations, both governmental and nongovernmental, to prevent the formation and operation of such subcultures. Police also are required by law to take legal actions against these destructive subcultures, combat their various forms, control their continued activity, and prevent their reformation. The result of this study is that, planning to combat violent subcultures regardless of the origins and causes of such subcultures, would be nothing but failure. Simplistic attitude with no scrutiny and no matter what the prevailing culture of society which we are planning for, not only may not work, but also may have unacceptable results. Prevention methods of the subculture of violence and combating its persistence wouldn’t be no exception to this rule.
