شناسایی و اولویت بندی مهارت های مورد نیاز اپراتورهای مراکز فوریتی پلیس 110 (با محوریت برقراری ارتباط مثبت بین پلیس و شهروندان)

زمینه و هدف : در عصر ارتباطات، یکی از زمینه های افزایش کمی و کیفی ارتباط شهروندان با مرکز فوریت های پلیسی 110و در نتیجه دریافت درست معنی و انتقال معنی به واحدهای اجرایی، هنر و مهارت های ذاتی و اکتسابی اپراتورهای این مراکز می باشد. هدف، شناسایی و اولویت بندی مهارت های مورد نیاز اپراتورهای مراکز 110 به منظور برقرای ارتباط مثبت بین پلیس و شهروندان می می باشد. مواد و روش ها : ازنظرهدف، تحقیق،کاربردی؛ فلسفه تحقیق،اثباتگرا؛رویکردتحقیق، استقرایی؛ روش تحقیق، پیمایشی؛ افق زمانی، تک مقطعی؛ شیوه های گردآوری داده ها اسنادی و پرسشنامۀ محقق ساخته (طیف پنج درجه ای لیکرت) که روایی و پایایی آن با استفاده از نظر متخصصان و ضریب آلفای کرونباخ (0.932= α) مورد تایید قرار گرفت می باشد. نمونه آماری 168 نفره به شیوه تصادفی ساده انتخاب و داده ها با استفاده از نرم افزار spss19 تحلیل و در نهایت با استفاده از آزمون رتبه بندی فریدمن رتبه بندی شدند. یافته ها : تفاوت جنسیت تنها در مهارت های آموزشی و علمی مشاهده گردید. براساس آزمون فریدمن، مهارت های فردی، اجتماعی، آموزشی، علمی، مدیریتی و عملی و در غالب مهارت های اصلی انسانی، ادراکی، فنی به ترتیب دارای رتبه های اول الی سوم بودند. نتایج : مهارت های شناسایی شده با یافته های برخی پژوهش های دیگر و مهارت های رابرت ال. کاتز همخوانی دارد. در مجموع اولویت بندی مهارت های مورد نیاز اپراتورهای مرکز 110 سبب برقراری ارتباط مثبت بین شهروندان و پلیس می گردد.

Background and Purpose : In the age of communication, one of the areas of increasing the quantity and quality of citizens’ communication with the 110 Police Emergency Center and as a result receiving the correct meaning and transferring the meaning to the executive units, is the innate and acquired skills of the operators of these centers. The aim is to identify and prioritize the skills required by the operators of 110 centers in order to establish a positive relationship between the police and the citizens. materials and methods : In terms of purpose, research, application; Philosophy of research, positivist; research approach, inductive; Research method, survey; Time horizon, single section; Data collection methods are documentary and researchermade questionnaire (fivepoint Likert scale) whose validity and reliability were confirmed using expert opinion and Cronbach’s alpha coefficient (α = 0.932). The statistical sample of 168 people was selected by simple random sampling and the data were analyzed using SPSS19 software and finally ranked using Friedman ranking test. findings : Gender differences were observed only in educational and scientific skills. According to Friedman test, individual, social, educational, scientific, managerial and practical skills and in the form of basic human, perceptual and technical skills were ranked first to third, respectively. Results : Skills identified with the findings of some other research and the skills of Robert L. Katz is consistent. In general, prioritizing the skills required by the operators of Center 110 will lead to a positive relationship between citizens and the police
