ارزیابی و تحلیل مقاله‌های علمی – پژوهشی مدیریت دولتی در نشریه‌های منتخب این رشته در ایران

هدف اصلی نوشتار حاضر بررسی و تحلیل محتوای علمی مقاله‌های رشته مدیریت دولتی در نشریه‌های منتخب این رشته در ایران بوده است. منظور از نشریه‌های منتخب رشته مدیریت دولتی، نشریه‌های علمی – پژوهشی بود که رسالت توسعه دانش مدیریت دولتی کشور را بر عهده‌دارند که در نوشتار حاضر شامل نشریه مدیریت دولتی دانشگاه تهران، نشریه چشم‌انداز مدیریت دولتی دانشگاه شهید بهشتی و نشریه مدیریت سازمان‌های دولتی دانشگاه پیام نور بودند. در پژوهش حاضر از روش تحلیل محتوا استفاده شده است و جامعه آماری مطالعه حاضر را 656 مقاله منتشرشده در نشریه‌های منتخب بین سال‌های 1390 تا 1397 تشکیل داد و ازاین‌رو از سرشماری استفاده شده است. با توجه به ماهیت سیاسی رشته مدیریت دولتی، یافته اصلی نوشتار حاضر نیز بیانگر آن بود که نشریه‌های منتخب جهت احصاء مسائل فراروی سازمان‌های دولتی و کمک به بهبود عملکرد نظام اداری کشور، باید رویکرد سیاسی را در تولید مقاله‌ها موردتوجه قرار دهند و از طرفی دیگر یافته‌های پژوهش نشان داد که مقاله‌های تولیدشده در نشریه‌های منتخب به موضوع‌هایی نظیر مدیریت توسعه، مدیریت تطبیقی، اخلاق و شهروندمداری در نظام‌های اداری، کمترین توجه را نشان داده‌اند. یافته‌های پژوهش نشان داد که اکثر مقاله‌ها دارای هدف کاربردی بوده و جهت تحلیل داده‌ها بیشتر از روش‌های آماری بهره گرفته‌اند، ضمن این‌که اکثر مقاله‌ها دارای رویکرد اثبات‌گرا بوده‌اند.

Evaluation and analysis of research articles of public administration in selected journals of this field in Iran

The main purpose of this paper is to investigate and analysis the content of articles in the field of public administration in prestigious journals of this field in Iran. Selected public administration journals are research journals that carry out the mission of developing public administration knowledge in the Iran, Which is included in the present text Tehran University Public Administration Journal, Shahid Beheshti University Perspective Public Management Journal and Public Organization Management Journal Payame Noor University. The present study uses content analysis method and the statistical population of this study consists of 656 articles published in selected journals between 2011 and 2018, and so the census is used. Given the political nature of the field of public administration, the main finding of the present paper is that the selected journals should consider the political approach in producing articles to address issues facing government agencies and help improve the functioning of the country’s administrative system, On the other hand, the findings of the study show that the articles produced in selected journals have shown the least attention to development management, comparative management, ethics and citizenship in administrative systems. The findings show that most articles have a applied purpose and have used statistical methods to analyze the data, while most articles have a positivist approach.
