شناسایی و اولویت‌بندی معیارها و راهبردهای موثر بر نقشه ‌راه مراکز پژوهشی لجستیک دفاعی

زمینه و هدف: نقشه راه یا ره نگاشت، مبین نحوه چیدمان مسیرها و جاده‌های موجود و یا ممکن در یک موقعیت جغرافیایی خاص است. نقشه راه راهبردی، یک وسیله بصری از کارهایی است که سازمان باید برای موفقیت در دستیابی به اهداف بلند مدت خود انجام دهد. نقشه‌ راه، یک شیوه برنامه ریزی فرآیندی به شکل گام به گام و لایه به لایه در بستر زمان و معطوف به آینده است. این پژوهش به دنبال شناسایی و اولویت بندی معیارها و راهبردهای موثر بر نقشه راه مراکز پژوهشی لجستیک دفاعی است.روش‌شناسی: تحقیق حاضر از نظر هدف کاربردی، از نظر ماهیت و روش، اکتشافی و از نظر نوع داده‌ها کمی می‌باشد. جامعه آماری، شامل خبرگان حوزه مدیریت راهبردی و نقشه راه می‌باشد. شناسایی و اولویت‌بندی راهبردها و معیارها توسط 12 نفر از خبرگان که به‌صورت گلوله برفی انتخاب شدند، انجام گردید. روش گردآوری داده ها به صورت کتابخانه ای، میدانی و استفاده از نظر خبرگان و ابزار گردآوری نیز، پرسش‌نامه‌های محقق ساخته بوده است. روایی و پایایی پرسش‌نامه به ترتیب از طریق روایی صوری و نرخ ناسازگاری بررسی و تایید گردید. نرم‌افزارهای مورد استفاده، اکسل و نرم‌افزار انتخاب خبره بوده است.یافته‌ها: مهمترین معیار نقشه‌ راه مراکز پژوهشی، سرمایه انسانی؛ مهمترین راهبرد، راهبرد به‌کارگیری و پیاده‌سازی یافته‌های پژوهشی و دانش تخصصی در یگان‌ها؛ و مهمترین معیار منتخب، منابع مالی بود.نتیجه‌گیری: براساس نتایج اولویت معیارها، راهبردها و ترجیح نسبی و کلی راهبردها و رهنمودها و پیشنهادات حاصل از آن می‌توان نقشه‌ راه مراکز پژوهشی لجستیک دفاعی را تدوین و ارائه نمود.

identifying and prioritizing criteria and strategies effective on the road map of defense logistics research centers

background purpose: a road map shows the layout of existing or possible routes and roads in a specific geographical location. a strategic roadmap is a visual tool of what the organization needs to do to succeed in achieving its long-term goals. roadmap is a method of process planning in the form of step-by-step and layer-by-layer in the context of time and oriented towards the future. this research seeks to identify and prioritize effective criteria and strategies on the road map of defense logistics research centers.methodology:  this research is practical ,exploratory and quantitative in terms of purpose, nature ,method type of data. the statistical population includes experts in the field of strategic management and roadmap. identification and prioritization of strategies and criteria was done by 12 experts who were selected as snowballs. the method of data collection was in the form of library, field, and the use of experts’ opinion and collection tools were researcher-made questionnaires. validity and reliability of the questionnaire were checked and confirmed through face validity and inconsistency rate, respectively. the softwares used are excel and the software of expert choice.findings: the most important criterion of the roadmap of research centers is human capital; the most important strategy is the strategy of applying and implementing research findings and specialized knowledge in the units; and the most important selected criterion is financial resources.conclusion: based on the results of priority criteria, strategies and relative and overall priority of strategies and guidelines and suggestions, it is possible to compile and present the road map of defense logistics research centers.
