ارائه سیاست‌های بهره‌برداری از روش‌های اکتساب فناوری‌ در صنایع دفاعی جمهوری اسلامی ایران با استفاده از تحلیل توانمندی – امکان‌پذیری

زمینه و هدف: برای اکتساب فناوری، روش های متعددی وجود داشته که هر کدام مزایا و معایب ویژه به خود را دارد؛ پس روش‌های اکتساب قابل اجرا باید شناسایی شوند. هدف از این مطالعه، تبیین سیاست های بهره برداری از روش های مختلف اکتساب فناوری توسط صنایع دفاعی جمهوری اسلامی ایران و در نتیجه شناسایی مهمترین روش های اکتساب قابل اجرا است.روش‌شناسی: این پژوهش از نظر هدف، کاربردی، از نظر روش توصیفی و از نظر رویکرد، آمیخته کیفی – کمی است. در این پژوهش از روش مطالعات کتابخانه ای و مصاحبه با خبرگان و کارشناسان برای گردآوری داده‌ها استفاده شد. ابتدا کلیه روش های ممکن برای اکتساب فناوری از طریق مرور ادبیات شناسایی و سپس با استفاده از نظرات 25 نفر از خبرگان حوزه مدیریت دفاعی، غربال و نهایی شدند. در ادامه بر اساس روش طبقاتی تصادفی، 96 نفر به عنوان حجم نمونه تعیین شد. با استفاده از روش شناسی مورد استفاده در ماتریس اهمیت - عملکرد، نظرات خبرگان تلفیق شد. سپس قابلیت اجرایی هر روش احصاء و نتایج در ماتریس توانمندی – امکان پذیری منعکس شدند.یافته‌ها: بر اساس جایابی روش های اکتساب در ماتریس توانمندی– امکان‌پذیری، روش های کلیدی اکتساب فناوری با قابلیت اجرایی بالا در صنایع دفاعی کشور به ترتیب شامل: تحقیق و توسعه داخلی، آموزش و تحصیل، جذب کارکنان کلیدی، مهندسی معکوس، تحقیق و توسعه مشترک، خرید، قرارداد تحقیق و توسعه، سرمایه گذاری مشترک، پیمانکاری، ادغام، تملک شرکت، لیسانس و تملک سهام می شود. برای سایر روش ها نیز سه سیاست بهبود توانمندی، ذخیره راهبردی و صرف نظر پیشنهاد شد.نتیجه‌گیری: هم ماتریس تحلیلی ارائه شده و هم سیاست های تبیین شده برای بهره برداری از هر روش اکتساب می تواند جهت برنامه ریزی ارتقاء قابلیت های اکتساب و انتقال فناوری در صنایع دفاعی کشور مورد استفاده قرار گیرد.

explaining the policies of using technology acquisition methods in defense industries by using capability-feasibility analysis

background purpose: there are several methods for technology acquisition that each of which has its own special advantages and disadvantages; therefore, applicable acquisition methods should be identified. the purpose of this study is to explain the policies of using different methods of technology acquisition by the defense industries of the islamic republic of iran and as a result to identify the most important applicable acquisition methods.methodology: this research is applied in terms of purpose, descriptive in terms of method and qualitative-quantitative in terms of approach. in this research, library studies and interviews with experts were used to collect data. first, all possible methods for acquiring technology were identified through literature review and then screened and finalized using the opinions of 25 experts in the field of defense management. in the following, based on the random stratified method, 96 people were determined as the sample size. using the methodology used in the importance-performance matrix, experts’ opinions were consolidated. then, the feasibility of each statistical method and the results were reflected in the capability-feasibility matrix.findings: based on the placement of acquisition methods in the capability-feasibility matrix, the key methods of acquiring technology with high operational capability in the country’s defense industries include: internal research and development, education and training, attracting key employees, reverse engineering, research and development. joint, purchase, research and development contract, joint investment, contracting, merger, company acquisition, license and stock acquisition. for other methods, three policies of improving capabilities, strategic reserve, and ignoring were suggested.conclusion: both the presented analytical matrix and the explained policies for using each acquisition method can be used to plan the improvement of acquisition capabilities and technology transfer in the country’s defense industries.
