ارایه مدل نوآوری حاکمیتی در انجام وظایف کلان دفاعی-سیاسی دولت

زمینه و هدف: انجام بهینه وظایف کلان دفاعی-سیاسی از مهمترین ارکان حفظ و صیانت از کشور است. هدف این پژوهش، طراحی مدلی در زمینه نوآوری حاکمیتی در راستای انجام وظایف کلان دفاعی-سیاسی دولت جمهوری اسلامی ایران است.روش‌شناسی: در این پژوهش از راهبرد آمیخته استفاده شده است. در بخش کیفی، جامعه آماری شامل خبرگان دانشگاهی و سازمانی بود و داده‌ها از طریق گروه کانونی و مصاحبه های نیمه ساختاریافته گردآوری شد. در بخش کمّی، جامعه آماری شامل مدیران، معاونین و کارکنان سازمان‌های دولتی، نظامی و مردم نهاد است و داده‌ها با پرسشنامه گردآوری و با سیستم استنتاج فازی تحلیل گردید. یافته‌ها: دولت، بخش نظامی و جامعه مدنی به عنوان نقش‌آفرینان برای انجام وظایف کلان دفاعی-سیاسی شناسایی شدند. ارتقای امور دفاعی-سیاسی در سطوح فرد، سازمان و سیستم به انجام بهینه وظایف کلان دفاعی-سیاسی دولت منجر می‌شود. امور دفاعی-سیاسی در سطح سازمان بیشتر از سطوح دیگر بر انجام ظایف کلان دفاعی-سیاسی دولت اثر دارد. در سطح فرد، جامعه مدنی نقش محوری داشته و در سطح سازمان و سیستم به ترتیب نظامی و دولت نقش محوری دارند. نتیجه‌گیری: به منظور بهینه‌سازی وظایف کلان دفاعی-سیاسی، انجام این وظایف در سطح فرد به جامعه مدنی، در سطح سازمان به بخش نظامی و در سطح سیستم به دولت واگذار شود.

presenting a model of governance innovation in performing the macro defense-political tasks of the government

context/purpose: optimal fulfillment of macro defense-political duties is one of the most important pillars of protection and preservation of the country. therefore, the purpose of this study is to design a model in the field of governance innovation and present new ideas in order to perform the macro defense-political duties of the government of the islamic republic of iran.methodology: this research is mixed method (qualitative-quantitative) in terms of the data nature. in the qualitative section, the statistical population includes academic and organizational experts, and the data were extracted through a review of theoretical foundations and a qualitative interview with experts was conducted through a focus group. in the quantitative part, the statistical population includes managers and employees of governmental, military and non-governmental organizations and the data were collected through a survey questionnaire. quantitative research model was designed with fuzzy inference system.findings: the government, the military and civil society were identified as actors for macro defense-political duties. improving defense-political affairs at the levels of the individual, organization and system leads to the optimization of the defense-political duties of the government. defense-political affairs at the level of the organization are more effective than other levels in performing the optimal macro defense-political duties of the government. at the individual level, civil society plays a pivotal role, and at the organizational level and system level, the military and government play a pivotal role, respectively.conclusion: in order to optimize macro defense-political duties, these duties should be delegated to civil
