ارائه الگوی سیاست‌گذاری توسعه فناوری اطلاعات در دانشگاه‌های افسری آجا

زمینه و هدف: دانشگاه‌های نظامی یکی از مهم‌ترین مراکز نیروهای مسلح به شمار می‌روند و فناوری اطلاعات نقشی کلیدی را در توسعه این دانشگاه‌ها، مراکز علمی و تحقیقاتی ایفا می‌کند. بر این اساس، پژوهش حاضر با هدف ارائه الگوی سیاست‌گذاری توسعه فناوری اطلاعات در دانشگاه‌های افسری آجا انجام شده است. روش‌شناسی: این تحقیق از نظر هدف کاربردی و از نظر روش جزء تحقیقات آمیخته است. بدین منظور با استفاده از رویکرد ترکیبی و بهره‌گیری از دو روش فراترکیب و پیمایش و طی مراحل کدگذاری اولیه و ثانویه، ابعاد اصلی و فرعی الگوی سیاست‌گذاری احصا و سپس از طریق پیمایش، روابط میان مقوله‌ها ترسیم شد. پرسش‌نامه محقق ساخته بر مبنای یافته‌های حاصل از بخش کیفی پژوهش طراحی و با مشارکت 54 نفر از اعضای هیئت‌علمی دانشگاه‌های افسری آجا تکمیل شد. یافته‌ها: بسترهای توسعه، محورهای توسعه، سطوح سیاست‌گذاری، نیاز سیاستی، تبیین مسئله سیاستی، هوشمندی سیاستی، صورت‌بندی سیاست، بدیل یابی/گزینه‌های جایگزین، همسویی استراتژیک، یکپارچه‌سازی سیاست، اشاعه و تقریب سیاست، انتقال سیاست، اجرای سیاست، ارزیابی، بازخورد و یادگیری سیاستی به‌عنوان 17 مولفه اصلی به همراه 63 خرده مولفه الگو شناسایی و معناداری همه آن‌ها با اطمینان 95% تائید شد. نتیجه‌گیری: نتایج این پژوهش، ضمن کمک به توسعه سامانمند فناوری اطلاعات در دانشگاه‌های افسری آجا می‌تواند راهنمای عمل متولیان سیاست‌گذاری در دانشگاه‌های مذکور قرار گیرد.

A Policy Making Model for IT Development in AJA Officer’s Universities

In the 21st century, Information technology is the Development axis at the universities and scientific research inistitutions. Undoubtedly Officer Universities are on of the most important centers of the armed forces and and research centers. Therefore this study aimed at presenting a police making model for the information technology development in AJA officer’s universities. This is an applied research and the research methodology was mixed method. For this purpose, used the mixed method approach and two methods of research such as Metasynthesis and & Survey. First with the using of Metasynthesis, initial and secondary coding stages the main categories (steps) & the sub categories (micro steps) of the IT development policy making model in AJA officer’s universities identified and then with using of survey method the relation between the categories were drawn. Based on the findings of the qualitative research section, the conceptual model of the research was designed. Then, a questionnaire that developed based on the conceptual model were compiled by the participation of 54 faculty members of the AJA universities. As a result, 17 major categories and 63 subcategories extracted form qualitative data analysis of the 57 documents. Development Platforms, Development axes, policy making levels, Explaining the policy issue , policy needs, policy sagacity, policy formulation, alternatives options, strategic alignment, policy integration, policy dissemination, policy transfer, policy implementation, evaluation, feedback And policy learning are the main components of the model. The quantitative findings about the model validation also showed that the proposed model of research is sufficiently valid
