Comparative Study of Peer Organizations With National Organization For Educational Testing: Educational Testing Service (Ets), Central Institute For Test Development (Cito) and Korea Institute For Curriculum and Evaluation (Kice)

The present article aims to compare the performance and activities of educational testing service (ets) of usa, central institute for test development (cito) of netherlands, and korea institute for curriculum and evaluation (kice) with the national organization for educational testing (noet) as the largest and most creditable testing institute in iran so as to present a model for the revision and promotion of its organizational activities and a groundwork for strategic evaluation. the mission, activities, educational assessment services, and organizational structure of these three peers were compared with noet and their similarities and differences were studied in order to give a better understanding of the current shortcomings. the findings indicate the comprehensiveness and vastness of the mission and educational activities, the development of a wide range of tests consistent with the customers’ requirements, the development of standard tests with the purpose of monitoring learner’s progress, the consideration for international activities, the provision of educational services for different countries and the presence of expert and skilled human resources and the working conditions based on teamwork, interaction, and intellectual exchange in ets, cito, and kice. these results highlighted the need for modeling and fulfilling the desirable issues within the future research frameworks of the noet as a pioneer organization in the realm of high-level policy making and leadership.

بررسی تطبیقی سازمان‌های همتا با سازمان سنجش آموزش کشور : مؤسسه خدمات سنجش آموزشی (ETS)، مؤسسه مرکزی آزمون‌سازی هلند (CITO) و مؤسسه برنامه‌ریزی درسی و ارزشیابی کره جنوبی (KICE)

مؤسسه‌های مختلفی در حوزه طراحی آزمون‌های معتبر، روا وکارآمد به منظور سنجش ویژگی‌های افراد در سطوح ملی و بین‌المللی مشغول فعالیت هستند. بررسی و تحلیل عملکرد مؤسسه‌های آزمون‌سازی موفق و پیشرو الگویی جهت اصلاح و ارتقاء فعالیت‌های سازمان‌های همتا و مبنایی برای ارزیابی استراتژیک آن‌ها ارائه می‌کند. هدف مقاله حاضر بررسی تطبیقی عملکرد مؤسسه خدمات سنجش آموزشی (ETS)، مؤسسه مرکزی آزمون سازی هلند (CITO) و مؤسسه برنامه‌ریزی درسی و ارزشیابی کره جنوبی (KICE) با سازمان سنجش آموزش کشور به عنوان بزرگ‌ترین و معتبرترین مؤسسه آزمون‌سازی کشور بود. در این مطالعه با استفاده از روش مطالعه تطبیقی مؤسسه‌های مذکور از منظر ماموریت‌ها، فعالیت‌‌ها، خدمات سنجش آموزشی و ساختار تشکیلاتی با سازمان سنجش آموزش کشور مورد مقایسه قرار گرفتند و وجوه اشتراک و افتراق بین آن‌ها در راستای ایجاد درک مناسب از نارسایی‌های موجود مورد بررسی قرار گرفت. یافته‌های مطالعه بیانگر وجود نیروی انسانی متخصص و کارآمد و شرایط کاری مبتنی بر تشریک مساعی، تعامل و تبادل فکری، توجه ویژه به پژوهش‌های مرتبط با مسایل نوین روانسنجی و آزمون‌سازی، جامعیت و گستردگی فعالیت‌های سنجشی، طراحی طیف وسیعی از آزمون‌ها متناسب با نیازهای مشتریان، طراحی آزمون‌های استاندارد با هدف پایش پیشرفت فراگیران و توجه به فعالیت‌های بین‌الملل و ارائه خدمات سنجش به کشورهای مختلف در مؤسسه‌های ETS، CITO و KICE بود. این یافته ها ضرورت برنامه‌ریزی نهاد متولی سیاست‌گذاری و راهبری یعنی سازمان سنجش آموزش کشور را به منظور الگوبرداری و تحقق موارد مطلوب در چهارچوب آینده پژوهشی روشن ساخت.
