طراحی مدل حکمرانی عملیاتی برای شهر هوشمند

نهادهای حکمرانی از دیرباز حقوق و وظایف خود را دنبال کرده‌اند و در سال‌های اخیر، با توجه به اهمیت استقرار شهر هوشمند، تعریف و تفکیک این وظایف به یکی از دغدغه‌های اصلی خط‌مشی‌گذاران شهری تبدیل شده است. پژوهش حاضر با هدف طراحی مدل حکمرانی عملیاتی برای شهر هوشمند تهران انجام شده است. در این راستا، موضوعات مرتبط با فرایندهای حکمرانی و ابعاد شهر هوشمند در سطح جهانی بررسی شده و با بهره‌گیری از روش تحلیل مضمون، تحلیل‌های لازم انجام گرفته است. این مطالعه کیفی با استفاده از مصاحبه‌های نیمه‌ساختاریافته با 16 تن از خبرگان دانشگاهی و اجرایی در حوزه مدیریت شهری صورت پذیرفته است. نتایج پژوهش نشان می‌دهد که تحقق برنامه‌های شهر هوشمند در کلان‌شهر تهران نیازمند همکاری میان دولت، بخش خصوصی و جامعه مدنی است. همچنین، 27 راهبرد کلیدی در یک ماتریس سه‌درسه در سه سطح سیستم، سازمان و فرد ذیل وظایف هر سه بخش حکمرانی شناسایی شده است. علاوه بر این، سازوکارها و ابزارهای لازم برای موفقیت هوشمندسازی مشخص و در نهایت مدل حکمرانی عملیاتی طراحی شده است. اجرای این مدل و تفکیک وظایف سه نهاد حکمرانی می‌تواند به کاهش چندپارگی مدیریت شهری در تهران کمک شایانی کند.

designing an operational governance model for smart cities

governance institutions have historically pursued their roles and responsibilities, and recently, the delineation of these roles has gained attention among urban policymakers in the context of smart city implementation. this study aimed to design an operational governance model for tehran as a smart city. relevant topics related to governance processes and smart city dimensions worldwide were explored and analyzed using thematic analysis. the qualitative research was conducted through semi-structured interviews with 16 academic and executive experts in urban management. the findings revealed that the success of smart city programs in tehran requires collaboration among three governance sectors: government, private sector, and civil society. moreover, 27 key strategies were identified, organized into a 3x3 matrix based on the roles of these sectors at system, organizational, and individual levels. additionally, the mechanisms and tools necessary for successful smart city implementation were specified. ultimately, the operational governance model for tehran’s smart city was developed. by clearly defining the responsibilities of these three governance sectors, the proposed model can significantly reduce urban management fragmentation in tehran and provide structured programs to enhance governance.
