تصویرپردازی از حکمرانی هوشمند برای شهر تهران (مورد مطالعه: شهرداری تهران)

این پژوهش، با هدف تصویرپردازی از حکمرانی هوشمند برای شهر تهران، با تاکید بر سازمان شهرداری تهران، با رویکرد تحلیل مضمون انجام شده است. این پژوهش با درک نقش و اهمیت حکمرانی هوشمند در سازمان هدف و با توجه به کاستی‌ های مطالعات پیشین درخصوص معرفی یک تصویر جامع، در شهرداری اجرا شد. از این‌رو این پژوهش از نظر هدف، توسعه‌ای- کاربردی و از نظر روش، کیفی (تحلیل مضمون) است. به‌منظور طراحی تصویر مورد نظر، با 9 نفر از خبرگان دانشگاهی و مدیران اجرایی مصاحبه شد که به‌صورت هدفمند انتخاب شدند. سپس برای اعتباریابی مصاحبه‌ها از روش مثلثی استفاده شده است. براساس یافته‌ها در بخش کیفی 68 کد اولیه شناسایی شد؛ کدهای شناسایی‌شده در 3 مضمون اصلی (تصویرپردازی سیاسی، تصویرپردازی اجتماعی و تصویرپردازی اقتصادی) و 6  مضمون فرعی (ادغام حکمرانی سیاسی، افزایش مشارکت‌های سیاسی، فرهنگ‌سازی اجتماعی، مشارکت‌پذیری فعالانه اجتماعی، ظرفیت‌سازی بهینه اقتصاد شهری و یکپارچه‌سازی درآمدهای شهری) برای راهبردهای حکمرانی هوشمند در شهرداری تهران شناسایی شدند.

depicting the future of smart governance in tehran (case study: tehran municipality)

this study aims to depict smart governance for the city of tehran, focusing on the tehran municipality, through a thematic analysis approach. recognizing the role and importance of smart governance in the target organization and addressing the shortcomings of previous studies in presenting a comprehensive depiction, this research was carried out in the municipality. accordingly, the study is developmental-applied in purpose and qualitative (thematic analysis) in methodology. to design the intended framework, interviews were conducted with nine academic experts and executive managers selected purposefully. the validity of the interviews was ensured using the triangulation method. based on the findings, 68 initial codes were identified in the qualitative phase. these codes were categorized into three main themes (political depiction, social depiction, and economic depiction) and six sub-themes (integration of political governance, enhancement of political participation, social awareness-building, active social engagement, optimal urban economic capacity-building, and urban revenue integration) as strategies for smart governance in the tehran municipality.
