تصویرپردازی از حکمرانی تعالی‌گرا در پرتو اندیشه‌ها و ملاحظات فرماندهان و کارگزاران شهید

هدف پژوهش، تصویرپردازی از حکمرانی تعالی‌گرا در پرتو اندیشه‌ها و ملاحظات فرماندهان و کارگزاران شهید بود. این پژوهش به لحاظ هدف کاربردی است و داده‌ها به صورت کیفی، با استفاده از مطالعات کتابخانه‌ای و روش اسنادی و براساس نمونه‌گیری هدفمند،  وصیت‌نامه 18 فرمانده شهید که  امکان دسترسی به آن‌ها میسر بود، گردآوری شد و مفاهیم بر اساس روش تحلیل تم، کدگذاری و دسته‌بندی شد و درنهایت مدل پژوهش ترسیم گردید. بر اساس یافته‌ها، 133 مفهوم اولیه حاصل شد و مفاهیم در قالب 51 کد فرعی و 12 کد اصلی، شامل میزان ثبات ویژگی‌ها و استحکام شخصیت و رفتارهای قابل پیش‌بینی، اهتمام به اجرای تعهدات فردی و اجتماعی بدون تظاهر و ریا، حسن سوابق قومی و اجتماعی، التزام به رعایت قانون اساسی و اطاعت از سلسه‌مراتب قانونی در ارتباط با ولایت فقیه، توسعه مدیریت خویشتن و مقید بودن به عمل درست و خودکنترلی، برخورداری از قابلیت‌های اکتسابی مفید و موثر در انجام وظایف انسانی بر مدار وظیفه، قابلیت‌های جسمانی کاربردی بر مدار وظیفه، درک درست و تحلیل چگونگی مواجهه با چالش‌ها و عبور از بحران‌های گوناگون در مسیر اهداف ملی، توسعه دانش و اندیشه مبتنی بر خرد و عقلانیت، پرهیز و عدم توجه به تجملات در میدان عمل، ارتباطات موثر و مفید مبتنی بر مقررات و اخلاق، باورمندی به تغییرات بنیادین مبتنی بر امر حکمرانان و مدیران به معروف و نهی حکمرانان و مدیران از منکر دسته‌بندی شد. امید است که توجه به کدهای حاصل‌شده، به حکمرانی تعالی‌گرای برگرفته از آموزه‌های دینی کمک کند.

depicting excellence governance in light of thoughts and perspective of martyred commanders and administrative officer

this study aims to depict transcendental governance in light of the thoughts and considerations of the shahid (martyred) commanders and officials. this research is practical in terms of purpose and the data was collected qualitatively, using library studies and documentary methods and based on purposeful sampling, the wills of 18 martyred commanders, who were accessible. the concepts were coded and categorized according to thematic analysis method . then the research model was designed. according to the findings, 133 primary concepts were obtained. the concepts are in the form of 51 sub-codes and 12 main codes, including; the degree of stability of characteristics and strength of personality, and predictable behaviors,  effort to fulfill personal and social obligations without pretense and hypocrisy, good ethnic and social records, obligation to comply with the constitution and obedience to the legal hierarchy in connection with the velayat-e faqih,  developing self-management and being bound to correct action and self-control, possessing useful and effective acquisition capabilities in performing human duties on duty, functional physical capabilities on duty,  correct understanding and analysis of how to face challenges from various crises in the path of national goals, development of knowledge and thought based on wisdom and rationality, avoiding and not paying attention to luxuries in the field of action, effective and useful communication based on rules and ethics, believing in fundamental changes based on commanding rulers and managers to do good and prohibiting rulers and managers from doing evil. it is hoped that paying attension to the codes help transcendental governance to the comprehensive development of iran.
