چکیده
|
خط مشی‌های عمومی حلقه پیوند بین حکمرانی ملی و اداره امور عمومی هستند. هدف غایی این خط‌مشی‌ها، حل مسائل عمومی است. مسئله خط‌مشی اشاره به نیازی است که محقق نشده؛ ارزشی که رعایت نشده؛ یا فرصتی که استفاده نشده است. مسئله‌محوری، ویژگی بارز علم خط‌مشی‌گذاری عمومی است. امّا بر اساس قانون آثار ناخواسته، گاهی اوقات این خط‌مشی‌ها نه تنها مسائل را حل نمی‌کنند، بلکه اوضاع را بدتر می‌کنند. در خصوص علل این آثار، مطالعات متعدد پراکنده‌ای انجام شده است. امّا تاکنون چارچوب جامعی برای تشخیص این علل ارائه نشده است. بر این اساس، پرسش اصلی این مقاله آن است که «چرا برخی خط‌مشی‌های عمومی اوضاع را وخیم‌تر می‌کنند». نویسنده در پرتو استعاره «بیمار- پزشک»، بیست علت این پدیده را با ذکر شواهدی در ایران، واکاوی و تحلیل می‌کند. نویسنده مدعی است این چارچوب علل، می‌تواند چارچوبی تشخیصی برای ارزشیابی کیفیت خط‌مشی‌های عمومی باشد. در پایان دلالت‌های نظری و عملی این تحلیل، برای پژوهشگران و خط‌مشی‌گذاران ارائه و بررسی خواهد شد.

Abstract
|
public policies are the link between national governance and public administration. the ultimate goal of these policies is to solve public problems. the policy problem refers to a need that has not been met, a value that is not respected, or an opportunity that has not been used. problem-oriented is a characteristic of the realm of public policy. but under the law of unintended effects, sometimes these policies not only don’t solve problems, they make them worse. regarding the causes of these effects, many scattered studies have been done. however, no comprehensive framework has been provided to diagnose these causes. accordingly, the main question of this article is “why some public policies make the situation worse”. in the light of the “patient-doctor” metaphor, the author examines and analyzes the twenty causes of this phenomenon by citing evidence in iran. the author claims that this framework of causes can be a diagnostic framework for evaluating the quality of public policies. at the end, the theoretical and practical implications of this analysis will be presented and reviewed for researchers and policymakers.
