طراحی الگوی رفاه عمومی مبتنی برحکمرانی خوب در وزارت تعاون، کار و رفاه اجتماعی

با توجه به روند کاهشی رفاه عمومی در کشور ضرورت دارد دولت به‌ویژه وزارت تعاون، کار و رفاه اجتماعی به‌عنوان متولی رفاه عمومی، راهبردها و برنامه‌های متناسب را به اجرا درآورد. از این‌رو هدف این پژوهش طراحی الگوی رفاه عمومی مبتنی بر حکمرانی خوب در وزارت تعاون، کار ‌و رفاه اجتماعی است. این پژوهش از نظر هدف، توسعه‌ای کاربردی و از نظر شیوه اجرا، توصیفی از نوع پیمایشی است. در مرحله کیفی، از روش تحلیل تم و در مرحله کمّی، از روش مدل‌سازی معادلات ساختاری استفاده شد. در مرحله کیفی به‌منظور طراحی الگوی پژوهش با 20 نفر از خبرگان دانشگاهی و اجرایی مصاحبه شد که به‌صورت هدفمند انتخاب شده‌اند. براساس یافته‌ها، 5 بعد اقتصادی، فرهنگی، سلامت، اجتماعی و خوشبختی (نشاط) برای رفاه عمومی شناسایی شدند. همچنین، 9 راهبرد مبتنی بر حکمرانی خوب برای ارتقای رفاه عمومی از سوی وزارت تعاون، کار و رفاه اجتماعی مشخص شدند. در مرحله کمّی برای اعتبارسنجی الگوی پژوهش از 216 نفر از مدیران و متخصصان در وزارت تعاون، کار و رفاه اجتماعی با پرسشنامه و با استفاده از روش نمونه‌گیری تصادفی نظرخواهی شد. داده‌های حاصل با روش مدل‌سازی معادلات ساختاری تجزیه و تحلیل شد و یافته‌ها اجزای الگوی پژوهش را تایید کردند. نتایج پژوهش نشان داد که وزارت تعاون، کار و رفاه اجتماعی می‌تواند با بهره‌گیری از راهبردهای مبتنی بر حکمرانی خوب به ارتقای رفاه عمومی در ابعاد مختلف آن کمک کند.

Designing a Public Welfare Model Based on Good Governance in the Ministry of Cooperatives, Labor and Social Welfare

Today, due to the declining trend of public welfare in the country, it is important to the government, especially the Ministry of Cooperatives, Labor and Social Welfare, as the responsible body of public welfare, to implement appropriate strategies and programs. Therefore, the aim of this study is to design a public welfare model based on good governance in the Ministry of Cooperatives, Labor and Social Welfare. This study is applied, developmental in terms of purpose and is considered a descriptivesurvey in terms of implementation method. In the qualitative stage, the theme analysis methodology was used and in the quantitative stage, the structural equation modeling was employed. In the qualitative stage, in order to design a framework, 20 academic and executive experts were interviewed who were purposefully selected. Based on the findings, 5 dimensions of economic, cultural, health, social, and happiness were identified for public welfare. As well, 9 strategies, based on good governance to promote public welfare, were identified to be implemented by Ministry of Cooperatives, Labor and Social Welfare. In the quantitative stage, to validate the research model, 216 managers and specialists in the Ministry of Cooperatives, Labor and Social Welfare were surveyed with a questionnaire, for which the Cochran’s formula was used and the random sampling method was employed. The data were analyzed using structural equation modeling. The findings confirmed the components of the research model. Moreover, the results showed that the Ministry of Cooperatives, Labor and Social Welfare can improve public welfare in various dimensions of the model using strategies based on good governance.
