پدیدارنگاری شیوه‌های درک و تحدید فرامسئله عدالت جنسیتی از منظر خط‌مشی‌گذاران حوزه زنان در ایران

توجه به سرنوشت، جایگاه و مسائل زنان، به عنوان نیمی از افراد جامعه، از اهمیت بسزایی برخوردار است. این موضوع بحث‌انگیز زیر چتر «عدالت جنسیتی»، بخش عمده‌ای از توجهات خط‌مشی‌گذارانه عمومی دولت و سایر نهادهای خط‌مشی‌گذار را در قالب خط‌مشی‌های نحوه توزیع جنسیتی فرصت‌ها و امکانات به خود اختصاص داده است. با این حال، عدالت جنسیتی در فرایند خط‌مشی‌گذاری با مفاهیم متفاوت و بعضاً متعارضی در قالب مسئله و راه‌حل فهم شده و به کار بسته شده است به طوری که ارائه راهکار بر شناخت و ساختاردهی درست به مسئله تقدم یافته است. این امر سبب شده عدالت جنسیتی، خود تبدیل به یک فرامسئله خط‌مشی‌گذاری شود که لازم است به منظور تدوین خط‌مشی‌های مناسب در حوزه زنان، ابتدا این فرامسئله بازنمایی و تحلیل، و در نهایت حل شود. بدین منظور این مطالعه با بهره‌گیری از روش پدیدارنگاری و بر اساس تحلیل مصاحبه‌های صورت‌گرفته با 21 نفر از خبرگان خط‌مشی‌گذاری حوزه زنان، درصدد بازنمایی ابعاد و فضای این فرامسئله برآمده است. یافته‌ها، شش گونه صورت‌بندی متفاوت از عدالت جنسیتی و دلالت‌های خط‌مشی‌گذارانه آن را نشان می‌دهد که با ملاحظه آن‌ها در پرتو پیشینه خط‌مشی‌گذاری، این مطالعه کوشیده دستور کاری برای حل فرامسئله عدالت جنسیتی و مسیری برای پژوهش‌های آتی در حوزه خط‌مشی‌گذاری زنان ارائه دهد.

Iranian Policy Makers’ Conceptions about the Metaproblem of Gender Justice: A Phenomenographic Study

Paying attention to the fate, status and issues of women, who constitute half of the population, is of critical importance. Encapsulated under the term “gender justice”, this subject has received a considerable attention from the government and other policymaking institutions in the form of different genderbased policies regarding distributing opportunities and advantages among citizens. However, as a controversial concept, gender justice has been conceived and used through different and sometimes conflicting lenses in the pertinent public policies, sometimes as an ideal to achieve and sometimes as a problem to resolve. This perplexing status of the term has led to a policymaking bias where the formulation of solutions has taken precedence over the proper understanding and structuring of the situation. As a result, gender justice itself has become a policy metaproblem that needs to be first represented, analyzed and finally resolved in order to pave the way for formulating appropriate policies in the field of women. To do so, this phenomenographic study sets out to represent the dimensions and space of the metaproblem based on the analysis of interviews conducted with 21 womenrelated policymaking experts. Findings show six different formulations of the gender justice and their implications for public policymaking. By interpreting these findings in the light of policymaking literature, this study then provides an agenda to resolve the metaproblem of gender justice.
