رتبه‌بندی عوامل کلیدی موثر بر افزایش شفافیت و پاسخگویی دولت الکترونیک در شهرداری (مورد مطالعه: شهرداری‌های شهر تهران)

دولت الکترونیک بیش از یک دهه است که توجه زیادی را به خود جلب کرده است. پژوهش حاضر با هدف رتبه‌بندی عوامل کلیدی موثر بر افزایش شفافیت و پاسخگویی دولت الکترونیک در شهرداری‌های مناطق 22گانه شهرداری تهران به شیوه توصیفی تحلیلی صورت گرفته است. جامعه آماری این پژوهش تعداد 25 نفر از مدیران ارشد شهرداری‌های تهران بوده که به روش نمونه‌گیری در دسترس انتخاب شدند. ابزار گردآوری داده‌ها پرسشنامه بوده و شیوه تجزیه‌و تحلیل داده‌ها مبتنی بر روش تحلیل سلسله مراتبی (ahp) است. نتایج نشان داد که شاخص «عوامل راهبردی c5»، با وزن 0.387 در رابطه با رتبه‌بندی عوامل کلیدی موثر بر افزایش شفافیت و پاسخگویی دولت الکترونیک در شهرداری‌های مناطق 22گانه تهران از اهمیت بیشتری برخوردار بوده و شاخص‌های «عوامل سازمانی c1»، «عوامل ساختاری c2»، «عوامل فرهنگی c4» و «عوامل فناوری c3»، به ترتیب با اوزان 0.230، 0.156، 0.125 و 0.101 در رتبه‌های دوم تا پنجم قرار دارند. همچنین در بررسی صورت گرفته در رابطه با رتبه نهایی شاخص‌های فرعی مشخص گردید که شاخص‌های فرعی، «حمایت‌های دولتی» و «سازوکارهای قوانین استفاده از اینترنت» از گروه شاخص اصلی، «عوامل راهبردی» و «کاهش ساختارهای دیوان‌سالار» از گروه شاخص اصلی، «عوامل سازمانی» به ترتیب با اوزان 0.1192،0.1424 و 0.0846 در رتبه اول تا سوم قرار گرفتند.

Ranking Key Factors Affecting the Improvement of Transparency and Accountability of eGovernment in Municipality (Case Study: Tehran Municipality)

Egovernment has been gaining attention for more than a decade. This study was conducted with the aim of ranking the key factors affecting the improvement of transparency and accountability of egovernment in the municipalities of the 22 districts of Tehran Municipality using a descriptiveanalytical methodology. The statistical population of this study was 25 senior managers of Tehran municipalities who were randomly selected. The data collection tool is a questionnaire and the data analysis method is based on the Analytic Hierarchy Process (AHP). The results showed that the index of “Strategic factors C5”, with a weight of 0.387, is more important in relation to the ranking of key factors affecting the increase of transparency and egovernment accountability in the municipalities of 22 districts of Tehran, and the indicators of “organizational factors C1”, “Structural factors C2”, “Cultural factors C4”, and “Technological factors C3” are in the second to fifth ranks with weights of 0.230, 0.156, 0.125 and 0.101, respectively. Also, in the study related to the final ranking of subindicators, it was found that the subindicators of “government support” and “mechanisms of internet using laws” from the main index group “strategic factors”, and “reduction of bureaucratic structures” from the the main indicator group of organizational factors with the weights of 0.1192, 0.1424 and 0.0846 were ranked first to third, respectively.
